MEMORANDUM

SUBJECT:  Modifications to the 2001 Appropriations Act (Budget
Bill-2002)

The Budget Bill ratified by the General Assembly on September 20, 2002,
contains two new benefits that will impact NC State University
employees.  These are summarized below.

Annual (Bonus) Leave
Permanent full-time employees who are eligible for annual leave as of
September 30, 2002, will receive 10 days of bonus leave.  Temporary
employees, including employees with post-doctoral appointments
(post-docs), employees with FTE?s less than 0.50, and EPA employees with
9-month contracts are not eligible to receive bonus leave.

Part-time employees working half-time or more and full-time employees
who work less than 12 months will receive a pro rata portion of the
bonus leave.  This leave must be accounted for separately from annual
leave and does not expire.  It is not included in the year-end 240-hour
vacation maximum.  Attachment A provides more details on bonus leave and
information concerning how the Web Leave System will track this
additional leave.

Family Leave
A supplemental 52 weeks of leave without pay will be available to state
employees.  This supplemental family leave may be taken during a
five-year period and can be used to care for the employee?s child,
spouse, or parent whenever that relative has a serious health condition.

This benefit will be administered under the Family and Medical Leave
procedures as they apply to individual employees and are supplemental to
any benefit to which the employee is already entitled under the federal
Family and Medical Leave Act.  As additional information becomes
available concerning the interpretation of this benefit, we will forward
it to you.

Additional Information
Information regarding salary increases for EPA employees will be
communicated as soon as we receive the documentation from the Office of
the President.  We anticipate having this information early in the week
of October 14th.
