Disclosures in Federal Agency Forms

Certain collaborations and/or affiliations with foreign as well as domestic entities or individuals must be disclosed by Covered Individuals and Senior Personnel in proposals and reports. NSPM-33 directed federal research funding agencies to implement harmonized common disclosure forms for the Biographical Sketch and Current and Pending (Other) Support documentation submitted as part of an application package for grants and cooperative agreements. With the implementation of the common disclosure forms, individuals will be required to disclose contracts associated with participation in programs sponsored by foreign governments, instrumentalities, or entities, including foreign government-sponsored talent recruitment programs.

Note: NSPM-33 implementation is occurring at the funding agency level with various timelines. Until full implementation is realized, please be sure to review the specific opportunity guidelines.

Department of Defense (DOD)

Refer to individual Funding Opportunities for application instructions.

List all academic, professional and scientific appointments, positions and affiliations held, including adjunct and visiting scholar appointments, domestic or foreign, paid or unpaid, full time or part time. Also includes:

  • volunteer positions
  • guest or honorary appointment
  • foreign talent program affiliation
  • management role with a small business
  • affiliations with foreign entities or governments

Requirements

Include memberships on any Federal Government Public Advisory Committee.

Publications

  • Double check your sources of funding to confirm you are including relevant appointments, affiliations, and positions.
  • List all publications in the last three years
  • List only earlier publications relevant to the current application

The purpose is to determine if the investigator has capacity to carry out proposed research, as well as to help assess potential overlap/duplication, disclose resources made available in support of and/or related to all research efforts, including:

  • Income, salary, consulting fees, and honoraria in support of an individual’s research endeavors
  • Participation in a foreign talent or similar-type program
  • All resources made available to an individual in support and/or related to all of the research efforts, regardless of whether or not they have monetary value
  • All resources and other support both domestic and foreign, for ongoing research projects, including those conducted at a different institution. Include: office, laboratory space, equipment, supplies, employees, students

The biographical sketch for the PI, each co-principal investigator (co-PI), and other key personnel should show how key personnel possess the training and expertise commensurate with their specified duties on the proposed project, for example by describing relevant publications, grants, and research experience.

For DoED, please be sure to double check your sources of funding to confirm you are including relevant appointments, affiliations, etc in your biosketch.

  • Provide a list of current and pending grants for the PI, each co-PI, and other key personnel, along with the proportion of their time, expressed as percent effort over a 12-month calendar year, allocated to each project.
  • Include the proposed IES grant as one of the pending grants in this list
  • If the total 12- month calendar year percent effort across all current and pending projects exceeds 100 percent, explain how time will be allocated if all pending applications are successful in the Narrative Budget Justification.

The purpose is to determine if the investigator has capacity to carry out proposed research, as well as to help assess potential overlap/duplication, please note the following when preparing your Current and Pending Support:

  • PIs and Co-PIs shall provide all ongoing and pending projects and proposals (regardless of salary support) in which they are performing or will perform any part of the work.
  • Co-PIs proposing to spend 10% or more of their time in any given year to the proposed effort shall provide a list of ongoing and pending projects and proposals (regardless of salary support) that require more than 10% of their time in any given year.
  • Current and Pending Support does not need to include the current proposal on the list of pending proposals unless it has been submitted in response to another funding opportunity (i.e., NASA or another sponsor).
  • PIs and Co-PIs also shall list their current and pending support with Chinese universities and other similar institutions or a Chinese-owned company at the prime recipient level and at all subrecipient levels, whether the bilateral involvement is funded or performed under a no-exchange of funds arrangement. See the NASA Guidebook for Proposers for more details.
  • Current and pending support is not required for Co-PIs at non-U.S. institutions.
  • Current and pending support is usually not required for students, but it may be requested, depending on the requirements of the NOFO.

Describe how the scientific environment in which the research will be done contributes to the probability of success (e.g., institutional support, physical resources, and intellectual rapport). In describing the scientific environment in which the work will be done, discuss ways in which the proposed studies will benefit from unique features of the scientific environment or from unique subject populations or how studies will employ useful collaborative arrangements.

National Science Foundation (NSF)

As of October 23, 2023 SciENcv will be the required format for NSF Biosketch and Current and Pending. An easy way to create your biosketch in SciENcv is by linking your ORCID record to SciENcv. NC State Libraries has created this guide to assist. For guidance on creating your Current and Pending Other Support in SciENcv, ORI Research Education and Training has developed these step-by-step instructions.

NSF’s implementation of the Common Form requires senior/key personnel to certify the Biographical Sketch and Current and Pending (Other) Support documents are current accurate, and complete and that at they are not a party in a malign foreign talent recruitment program as part of their proposal via Research.gov or Grants.gov.

A Biographical Sketch must be provided separately for each individual designated as senior personnel through use of SciENcv (Science Experts Network Curriculum Vitae). 

The Biographical Sketch must contain all academic, professional and scientific appointments, positions and affiliations held, including adjunct and visiting scholar appointments, domestic or foreign, paid or unpaid, full-time or part-time. Also includes:

  • volunteer positions
  • guest or honorary appointment
  • foreign talent program affiliation
  • management role with a small business
  • affiliations with foreign entities or governments
  • editorships

Individuals are required to disclose contracts associated with participation in programs sponsored by foreign governments, instrumentalities, or entities, including foreign government-sponsored talent recruitment programs. If an individual receives direct or indirect support that is funded by a foreign government-sponsored talent recruitment program, even where the support is provided through an intermediary and does not require membership in the foreign government-sponsored talent recruitment program, that support must be disclosed. Individuals must also report other foreign government-sponsored or affiliated activities. 

Creating a Biosketch in SciENcv:

A Current and Pending must be provided separately for each individual designated as senior personnel through use of SciENcv (Science Experts Network Curriculum Vitae). The purpose is to determine if the investigator has capacity to carry out proposed research, as well as to help assess potential overlap/duplication, disclose resources made available in support of and/or related to all research efforts, including:

  • Income, salary, consulting fees, and honoraria in support of an individual’s research endeavors
  • Participation in a foreign talent or similar-type program
  • All resources made available to an individual in support and/or related to all of the research efforts, regardless of whether or not they have monetary value
  • All resources and other support both domestic and foreign, for ongoing research projects, including those conducted at a different institution. Include: office, laboratory space, equipment, supplies, employees, students
  • In-kind contributions from domestic and foreign institutions or governments that support research activities (with or without time commitment)
  • NC State Internal Awards (ex. FRPD, RISF, CIF, NWI Core Projects, etc.)
  • All Foreign Government Talent Recruitment Programs, Foreign Scholarship Awards
  • In-Kind Support or Other Resources NOT intended for use on the proposed project (with/without time commitment)
  • Consulting activities when any of the following scenarios apply:
    • The consulting activity will require the senior/key person to perform research as part of the consulting activity;
    • The consulting activity does not involve performing research, but is related to the senior/key person’s research portfolio and may have the ability to impact funding, alter time or effort commitments, or otherwise impact scientific integrity; or
    • The consulting entity has provided a contract that requires the senior/key person to conceal or withhold confidential financial or other ties between the senior/key person and the entity, irrespective of the duration of the engagement.

Prior to making a funding recommendation, the cognizant NSF program officer will request that an updated version of Current and Pending (Other) Support be submitted via Research.gov.

After an award is made if the AOR discovers that a disclosure that should have been submitted at the time of proposal submission, but was not, they have 30 days to submit a post-award request to NSF.

At the time of project reporting Senior Personnel must specify whether new, active other support has been received in their annual and final project reports. If current and pending other support has changed, Senior Personnel must attach updated Current and Pending Support information

Creating a Current and Pending Other Support in SciENcv:

This section of the proposal is used to assess the adequacy of the resources available to perform the effort proposed to satisfy both the Intellectual Merit and Broader Impacts review criteria. Proposers should describe only those resources that are directly applicable. Proposers should include an aggregated description of the internal and external resources (both physical and personnel) that the organization and its collaborators will provide to the project, should it be funded. Such information must be provided in this section, in lieu of other parts of the proposal (e.g., Budget Justification, Project Description). The description should be narrative in nature and must not include any quantifiable financial information. Reviewers will evaluate the information during the merit review process and the cognizant NSF Program Officer will review it for programmatic and technical sufficiency.

Although these resources are not considered voluntary committed cost sharing as defined in 2 CFR § 200.99, the Foundation does expect that the resources identified in the Facilities, Equipment and Other Resources section will be provided, or made available, should the proposal be funded. Chapter VII.B.1 specifies procedures for use by the grantee when there are postaward changes to objectives, scope or methods/procedures.

Please be sure to include: Post-doc, student, or visiting scholar supported by a foreign government or institution

Annual project reports must be submitted in Research.gov no later than 90-days prior to the end of the current budget period to provide sufficient time for review and approval by the cognizant NSF Program Officer. The report becomes overdue the day after the end of the current budget period if it has not been submitted by the PI and approved by the cognizant NSF Program Officer.

The report becomes overdue the day after the 90-day period ends. Failure to submit timely reports will delay processing of additional funding and administrative actions, including, but not limited to, no cost extensions. In the case of continuing grants, failure to submit timely reports will delay processing of funding increments. See also Chapter VI.E.3.

Final annual project reports, unless otherwise specified in the award,  must be submitted in Research.gov no later than 120-days following the end date of the award. As reflected in the Project Report System, the report is considered due during the 120-day period. If the report has not been submitted by the PI and approved by the cognizant NSF Program Officer within the 120-days period, the report becomes overdue.

PIs must submit final technical reports within the time period specified. Failure to provide these reports on a timely basis will delay NSF review and processing of pending proposals for all identified PIs and co-PIs on a given award.

USDA National Institute of Food and Agriculture (NIFA)
