Space/Facilities Cohort Statement
The Space/Facilities cohort includes campus organizations that provide planning, design, construction, operation, and maintenance of all campus buildings, utilities, and grounds plus space off campus. The cohort has developed a team that will respond to specific facility disruptions with all deliberate speed. That team continues to improve its ability to respond to disruptions whatever the cause.
In the event of a disaster or major facility or infrastructure failure that impacts classrooms, labs, or office buildings, the cohort will work hand-in-hand with the Business Continuity and Disaster Recovery Office, the Real Estate Office, and the impacted departments to restore and make available to the campus users all buildings, utilities, and grounds in the fastest and safest way possible. Team members will work to provide temporary academic and administrative space on campus until normal business can be restored. Should temporary space be required off campus, the team will work with the Real Estate Office to locate suitable facilities.
Research Administration (Matt Ronning)
This cohort includes the research administrative infrastructure both centrally and in each college and institutional center or institute and is divided into two succinct divisions: (1) Sponsored Programs; and (2) Regulatory Compliance Services. With respect to the Regulatory Compliance Services Division, the cohort includes the chief regulatory veterinarian’s office, the animal care and use office and committee, and the human use office and committee. The Regulatory Compliance Division is responsible for the federal assurance related to animal care and use as well as human use in research endeavors. With respect to the Sponsored Programs Division, the cohort oversees all grants and contracts of the institution for research, public service, or instructional activities including serving as primary signatory, agreement negotiations, and agreement compliance elements but does not oversee any financial accounting aspects of project management. Both Divisions of this cohort serve a leadership role for the college and institutional centers and institutes as well as all campus animal facilities and they are responsible to absorb and redistribute responsibilities of those units when necessary. Both Divisions of this cohort are prepared to operate entirely remotely in a paperless environment, third-party internet and phone services as well as unit-level animal contact business continuity and disaster recovery plans.
Office Of Information Technology Cohort Statement
This Office of Information Technology (OIT) cohort is dedicated to maximizing the functionality, effectiveness and resilience of the research, academic and administrative information technology environment of the University which is facilitated by its Organizational Resilience unit. This cohort includes the academic IT functions of each of the Colleges, plus IT functions of Academic Administration/Academic Affairs, DELTA, Diversity and African American Affairs, Enrollment Management, Office of Equal Opportunity, Office of International Affairs, The Libraries, The McKimmon Center for Extension and Continuing Education, and Undergraduate Affairs along with High Performance Computing and Grid Computing. The OIT cohort will also address administrative user access and use of their desktop applications (e.g. word processing, spreadsheet, presentations, email/calendaring, Internet access, etc.) and/or administrative applications and communications that are either centrally provided or hosted by OIT (e.g. telephones, voice mail, cable TV, HR/Payroll, Student Information System, Financial System, the Portal, etc.). In the event of a disaster or major facility or infrastructure failure, the OIT services and supported functions will be restored and made available to the campus users in the most expedient and secure manner feasible under the conditions existing at the time of disruption. The OIT staff will continually work to improve our organizational resilience to ensure that flexible daily operations are embraced and ready to cope effectively with potentially disruptive events.
Environmental Health and Public Safety
The Environmental Health and Public Safety (EH&PS) cohort is dedicated to the reduction of risks within the NC State community, to the promotion of safety as a value in our university culture and to enhancing business continuity and disaster recovery planning programs. We provide health, safety, and environmental services with the goal of supporting the mission of the university by helping staff, faculty, and students take an active role in protecting their health and the environment.
EH&PS will work with all organizations to develop, test, and maintain business continuity plans. EH&PS will develop and maintain the Multi-Hazard Plan for the university as well as other emergency plans. EH&PS will provide training and awareness programs to include business continuity and disaster planning. EH&PS will facilitate Risk Assessment and offer risk mitigation strategies to organizations in coordination with the Department of Business Continuity. EH&PS will continue to work to improve emergency response plans. The Department of Business Continuity and Disaster Recovery is available to assist all organizations in the planning, testing, and maintenance of business continuity and disaster recovery plans.
Student Affairs Cohort Statement
The Division of Student Affairs includes a variety of student programs and services. In the event of an emergency or disaster, University Dining, University Housing, and Student Health Services should continue some level of operation to provide essential services of food, shelter, and medical care. Food and shelter will primarily target students who live on campus, as well as faculty and staff who need to be on campus. Student Health Services will provide essential medical care to those eligible for service and to those not usually eligible as required by the nature of the emergency or disaster. Carmichael Gymnasium may become an emergency shelter and/or provide shower facilities for the University community asf needed. Staff from the Division of Student Affairs will serve as a point of contact for students, parents and other interested persons during a crisis, working with News Services and other campus departments to make sure accurate information is disseminated. Staff from the Counseling Center, augmented by the Chaplain’s Cooperative Ministry and the Women’s Center, will provide support services for students during crises.
Enrollment Management and Services
This cohort includes the Undergraduate Admissions, Financial Aid and Registration and Records units within the Division of Enrollment Management and Services (EMAS) plus campus organizations that depend on access to student academic data. The departments within EMAS serve in a leadership role for campus in relation to retrieval, access and disbursement of student academic and bio/demo data. In the event of a disaster or major facility failure, essential personnel within EMAS are prepared to initiate established departmental disaster recovery plans, in cooperation with the Business Continuity Office and the Division of Resource Management and Information Systems, and to operate remotely provided access is made available by the Administrative IT cohort and through third-party Internet and phone services. The Division will work directly with campus units including Environmental Health and Public Safety and the individual colleges to provide up-to-date student contact and address information. EMAS staff will be available to work with impacted users as they implement their business continuity plans.
Business Administration
This cohort includes finance functions, human resource functions, and administrative functions such as the Chancellor’s Office, Advancement, Planning, and Legal Affairs which do not fall under any of the other categories. This team will provide accounting, purchasing, and payroll services in the event of a disruption, using backup procedures developed in close communication with the Administrative IT cohort. All areas will use the internet and phone services to minimize disruption, in cases where those services are available. Backup procedures for payroll, purchasing, and accounting have been developed to maintain necessary support in cases where the telecommunications services are not available. The staff will continue work to improve our organizational resiliency to ensure that effective operations can continue in the event of a disruption.
