Frequently Asked Questions
What happens when I report a building disaster to Facilities?
- Campus calls are received through the Facilities Customer Service Center at 515-2991, 24 hours a day.
- Responding to a major event will immediately activate the Facilities Emergency Operations Center located in Admin III
- The calls are prioritized via a situation board where all calls are categorized
- The protocol is to follow a 3-step process:
- (Step 1) Initial 1 st response – process to stabilize and establish life safety.
- (Step 2) Assessment – determine life safety issues, response issues and others areas of concern.
- (Step 3) Recovery – everything is stabilized, high priority items are identified and crews, contractors and other resources are dispatched to start resolving the issues.
- Building Liaisons are in constant communication with all crews and responders by radio and are immediately aware of the need to dispatch more people and to receive communication back on the status of work.
- If the crisis management plan is implemented then Kevin MacNaughton, Assoc. Vice Chancellor for Facilities, is acting Facilities Liaison to the crisis manager and kept abreast of the latest developments.

How is Salvage and Restoration handled?
- Affected departments are expected to participate in salvage and restoration after the buildings are inspected and deemed safe after an incident.
- Facilities will notify tenants when it is safe to re-enter their buildings to retrieve necessary items to work remotely.
- In total loss areas, it may take more time to allow salvage and restoration due to safety issue
- There are various steps of assessment and the incident command structure have to be followed before salvage and restoration can begin.
- If a department deems any item non-salvageable, the Department of Insurance and Risk Management makes the final call and may bring in salvage and restoration vendors to try to salvage those items.

Will Department personnel be expected to assist in cleaning up destroyed office space?
- Depending on the nature of the incident, Facilities Operations may use internal staff.
- Facilities may contract cleaning services with outside vendors.
- At some point, departments may be expected to come in and make evaluations of conditions on personal effects and other equipment or files.
What information should be included in my departments Business Continuity Plan to assist in the response of a Facilities disruption?
- Primary contacts and contact numbers for specialty areas
- Back-up contacts and contact numbers
- Chemical agents stored in the building (maintained in safety plans available from EH&S)
- Valuable item inventory within the space that only the department knows how to properly salvage or restore (e.g. library archives)
- Potential specialty restoration vendors
If power is lost, will Facilities Operations immediately supply generators?
- NO . Facilities Operations only has three small emergency generators that function to power up life safety systems for a building that is offline.
- Existing building generators are designed to run 2- 3 days.
- The capability of re-fueling is limited.
- Larger generators may be brought in for isolated incidents within 4-6 hours.
- In a widespread weather event Facilities leverages their position with Gregory Poole to get priority assistance when needed.
- Facilities Operations has identified vendors up to four states away that can bring in needed equipment during a disruption.

What type of agreements does NC State University have with public and private sector?
- NC State has emergency mutual aid agreements with other police agencies to provide police services to campus (Cary, Raleigh and Wake County Sheriffs Department among others) exist.
- NC State has a working agreement with Wake County Emergency as it relates to the use of McKimmon Center
- In the event of a county-wide medical emergency, NC State:
- Gives priority to Wake County Emergency to operate out of the McKimmon Center
- Provides police services to the McKimmon Center
- Provides communications to the McKimmon Center
- Provides water and power to the McKimmon Center
- Planning has been done for an epidemic / pandemic (e.g. small pox or other wide-spread emergencies).
- Conducted physical security assessments of various facilities to determine hardness or softness of facilities to terrorists’ events.
- Physical assessment conducted for McKimmon Center, where Wake County will use our facility for medical emergencies during county emergency
- Also conducted the assessment for Carter Finley Stadium that motivated changes in operating procedures and enhancements in some of the physical security at Carter Finley.

How do I request alternate space if my primary facility is damaged?
- To request assistance in locating interim office, lab, or classroom space, departments should call 515-2991.
- Space requirements should be documented in the Business Continuity Software so that University Architect can assist the department in recovery.
Will space be made available immediately if units are displaced?
- Space may not be readily available. University Architect will research all possibilities to relocate a displaced unit as timely as possible.
Can Departments relocate to classrooms or conference rooms in their facility independent of the University Architect?
- Yes . Conference rooms are a real good possibility to use in case of a disaster.
- Classroom space is limited. If classrooms are available they will be used.
- Suggestion of pairing up college deans to work together in contingency planning for their occupied space with those of similar interests across campus (e.g. Registration & Records and Student Affairs, Registration &Records and Athletics partnerships).

How will the University provide housing for critical staff who may need to stay on campus?
- Guest housing rooms will be used for interim housing.
- Vacant rooms and lounges in residence halls across campus will also be an option.
- Various informal agreements with P.E. and Athletics for use of larger facilities across campus as temporary shelters are in place
- Informal agreement with Transportation in place to transport students
How are staff and students fed in the event of a disaster?
- University Dining has at least two days of food supply to feed campus bound students. The food supply is based on normal food service.
- Campus may run into problems with food suppliers replenishing the stock due to the nature of the disaster (e.g. severe snow/ice storm).
- University Dining has arrangements with a vendor to provide emergency food and has procedures in place to contact them in the quake of an emergency..
