INTRODUCTION
The Manual for Chemical Waste Management was first published in February 1992, and distributed to department heads, Principal Investigators, and other individuals who had a recognized need for chemical waste management information. This procedure supersedes the manual by providing updated and additional information regarding management of materials and wastes, including:
1. General guidelines for discarding surplus materials and wastes.
2. Instructions for on-line (Internet) filing of waste identification forms.
3. Simplified waste management procedures.
The purpose of this procedure is to provide guidance for proper disposal of
hazardous waste at North Carolina State University. Chemical wastes are generally
spent or surplus chemicals, or residues from spills or various cleaning or processing
operations . Wastes may be regulated under the Resource Conservation and Recovery
Act (RCRA), Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), Clean
Water Act (CWA), Toxic Substances Control Act (TSCA), or other Federal, State,
or Local regulations. The term "hazardous waste" specifically applies to wastes
regulated under RCRA, but may also be loosely applied to chemical wastes subject
to any regulation because of hazard.
The variety of chemicals used by the University prevents the development of comprehensive guidelines for the management of specific hazardous materials and wastes. Information regarding the storage and use of hazardous materials is presented in the NCSU Safety and Health Management Plan. Questions concerning hazardous materials management may be directed to the Environmental Affairs Section (515-6863) of the Environmental Health and Safety Center.
The Environmental Health and Safety Center (EHSC) provides various services to the University. Figure 1 presents a general outline of services provided.
