General Information                                            

Established in 2006, the C. Peter Magrath University Community Engagement Award recognizes the outreach and engagement partnerships of four-year public universities. The award program seeks to identify colleges and universities that have redesigned their learning, discovery, and engagement functions to become even more sympathetically and productively involved with their communities. The award is named for C. Peter Magrath, who served as president of NASULGC from 1992-2005.

On behalf of the Office of Extension, Engagement, and Economic Development, The Standing Committee on Extension, Engagement, and Economic Development invites you to submit applications for the C. Peter Magrath/W.K. Kellogg Foundation Engagement Award.  This is a annual award, announced by the Association of Public and Land-grant Universities (APLU) and the Outreach Scholarship Partnership.

Eligibility Information

An institution may submit up to two applications. Each application must include a letter of endorsement from the president/chancellor of the institution and a letter of endorsement from a community partner (or consortium of partners).

Applications also must cite a statement from the university mission statement that demonstrates the university commitment to engagement with their communities, however the institution defines community.

An institution winning the national award is not eligible to compete the year immediately following receipt of the Magrath Award.

Outreach/Engagement partnerships that are featured in the applications should exemplify the description of engaged institutions found in the Kellogg Commission on the Future of State and Land-Grant Universities’ report Returning to our Roots: The Engaged Institution.

“By engagement, we refer to institutions that have redesigned their teaching, research, and extension and service functions to become even more sympathetically and productively involved with their communities, however community may be defined……Embedded in the engagement ideal is a commitment to sharing and reciprocity. By engagement the Commission envisions partnerships, two-way streets defined by mutual respect among the partners for what each brings to the table…..We believe an engaged university can enrich the student experience and help change the campus culture….Finally, the application of knowledge is a unique contribution our institutions can make to contemporary society.”

Award Information

A regional winner, selected by APLU, will be recognized in October at the annual Outreach Scholarship Conference.

The University’s winner(s) will be recognized at the annual Awards Banquet held in April by the Office of Extension, Engagement, and Economic Development.

The National award will be presented in November at the annual APLU conference (www.aplu.org)

Submission Instructions

All documentation must be double spaced, in12-point font with a cover page identifying the project title, name(s) of the principal contact person, address, phone number and email address, and the APLU regional location of the institution, which for NC State University is ‘South.’

The application packet will be as follows:

In a narrative not to exceed eight pages, the issues raised in Sections 1 through 4 should be addressed.

Section 1: Significance of the Outreach/Engagement Partnership

1.1 One page abstract(page 2) – This abstract should summarize the engagement partnership. It should be a concise description that can be used on the award web site, the Outreach Scholarship Conference program, and the APLU web site. There should also be evidence of the institution’s commitment to engagement, such as senior level assigned responsibility for engagement, mission citation and/or engagement plan.

1.2 Significance – Provide brief overview of the significance of the issue being addressed through the university-community partnership.

Section 2: Relationship and Reciprocity between the University and Community

2.1 Describe the Relationship between the university and community, including the reciprocity of the relationship:

  • What brought the university and community together as partners?
  • Who are the key community and university partners?
  • How did the university and community work together – what was the role of each partner and what was accomplished?
  • What were the anticipated benefits for each partner (university and community partners)?
  • Discuss how this project demonstrates how decision-making is shared and partners are empowered.

Section 3: Impacts

3.1 On Community Partners:

  • What has been the impact in the community?
  • Impacts should include, but not be limited to economic, social and educational impact within the community, as well as additional dollars generated through grants, contributions, fees generated, etc.
  • Also identify initial funding that supported development of this outreach/engagement initiative.

3.2 On University Partners

  • How has academic excellence and/or scholarship (research, teaching, creative activity, outreach) been integrated into this initiative?
  • What have been the results of the university-community partnership on the teaching, research, service, outreach functions of the university?
  • How have scholarship and the department’s/unit’s and/or faculty/staff academic excellence benefited the community?
  • What impact has the work with the community had on the department’s/unit’s and/or faculty/staff/student scholarship and/or academic excellence?
  • How has the department/unit changed as a result of this partnership?

3.3 On Engagement Scholarship

Regional winners of this award will be asked to submit an article for publication in the Journal of Higher Education Outreach and Engagement. Therefore, please submit a maximum 500-word abstract for the article that describes how this partnership has contributed to the scholarship and fundamental understanding about community-university partnerships or university engagement.

Section 4: Lessons Learned and Best Practices

4.1 Lessons Learned and Best Practices:

  • What challenges did the community and university partners face through this partnership?
  • What were the benefits of this partnership?
  • What conclusions and best practices can be drawn from the partnership?

Section 5: Future and Endorsements (Maximum of4 pages to respond to 5.1, 5.2 and 5.3)

5.1 Future Outreach and Engagement

  • Identify application, transferability and sustainability of this engagement initiative. What are the future plans for this partnership?

5.2 Use of Award Dollars

A $6,000 regional award and $20,000 national award will be presented to the institution to distribute appropriately. Please describe how both awards would be allocated if won. The dollars may be used to:

  • Sustain and or enhance this or other partnership
  • Incubate new outreach/engagement projects
  • Support university/community partner
  • Recognize individual outreach contributions.

5.3 Endorsement

The application must include a letter of endorsement from the President or Chancellor of the institution and a letter of endorsement from a community partner (or consortium of partners).

Section 6: Appendix (Maximum of 6 pages)

You may include up to 6 pages of appendix that documents the impact of this partnership. This could include summaries of evaluations, letters of support, news releases, etc.

Application Review and Selection Information

Faculty, EPA professionals, students, and staff who are members of the University Standing Committee on Extension, Engagement, and Economic Development will review all applications submitted by the requested deadline. Following an initial screening, each application will be evaluated on the following eight criteria:

  1. How well the abstract summarizes the engagement partnership
  2. The significance of the issue being addressed through the university-community partnership  
  3. How well this project demonstrates shared empowerment between partners
  4. Applications/projects that reflect strong impacts on the community partners, university partners, and on engagement scholarship
  5. Lessons Learned and Best Practices
  6. Future and Endorsements – how well defined the future challenges will be, the future plans, and best practices drawn from the partnership
  7. Best use of Award dollars

Each application will be rated by its reviewers on a scale of 1 (high) to 10 (low), based on an applicant’s ability to meet each prescribed criteria.  The full committee will then meet face-to-face to conduct an overall group discussion and review of the first-tier results.

Request for Abstracts announced by USCOEE&ED  

November 30,2010:
Submission deadline for abstract to EE&ED

December 15,2010:
USCOEE&ED invitation to submit a complete nomination package

February 19, 2011:
Nominations due by Noon to Office of Extension, Engagement & Economic Development (electronic and hard copy with signatures)

February 30, 2011:
Judging by USCOEE members concludes USCOEE&ED Chair prepares Chancellor's letter(s) of endorsement

March 5-10,2011:
Application package completion

March 10, 2011:
submission of package(s) to Chancellor for review and signing of endorsement letter

On or before March 19, 2011:
USCOEE&ED submits nomination(s) to APLU
