This four-story building with a brick patio was originally built along with it's twin Tucker Hall to house the unprecedented number of students that enrolled after World War II had ended. It is named for Edwin Bentley Owen (1872-1930), a graduate in agriculture whose major interest was in English and publications. He served for three years teaching remedial English, and also served as a part-time librarian. After being granted a leave for graduate study in English at the University of Chicago, Owen returned to NC State to teach English under D.H. Hill, head of the department. Soon after, Owen became registrar and served in that position for 20 years. During World War I, he established the Alumni News to maintain communication with alumni in the armed forces; and, after resigning he continued as alumni secretary.
