Primrose had a keen interest in the progress of North Carolina and the need for technical education and in 1885 he chaired the first meeting called to establish what eventually became NC State. After his service in the Civil War as a teenage messenger, Primrose returned to the state to continue his career in finance and insurance. He was president of the state scientific and industrial exhibition of 1884. Educated at Davidson College, Primrose was considered highly educated and a gifted speaker. He would often write speeches for others to deliver on behalf of the establishment of an agricultural and mechanical college (NC State). After helping to establish NC State as one of the first members of the Watauga Club, Primrose served for 20 years on the board of trustees and was the first chairman of the board.
