Range Revision

A range revision is a change in the salary grade assigned to a classification. The change may be based upon market data, adverse recruitment and retention data, or increased complexity in job content. An employee's salary may change with mandatory and/or discretionary increases.

SPA employees are covered by this policy.

Range Revision to a Higher Grade

Salaries at the minimum rate of the lower salary grade are increased to the minimum rate of the higher salary grade. Salaries at least the minimum of the new grade may remain the same. If the current salary is at the minimum or higher and funds are available, a salary increase but the maximum of the range may not be exceeded. If an employee is demoted, reallocated, or reassigned down with no corresponding salary decrease, and the position is assigned a salary grade back to the original level within two years, the salary is not increased. If within two years the position is assigned a grade higher than before, the difference in the grade before the demotion, reallocation, reassignment, or range revision and the new higher grade will be the basis for determining the salary increase.

Range Revision to a Lower Grade

An employee's salary may remain unchanged or may be reduced when positions are assigned to a lower salary grade.

Effective Date

The effective date of a range revision is determined by the Office of State Personnel. Salary increases to the minimum rate are given on the effective date of the range revision. If funds are not available, the increase shall be given when funds are available and may be made retroactive to the effective date of the range revision.

If a discretionary increase is delayed because of unavailable funds or equity considerations, the increase may be given at a later date on a current basis. A subsequent promotion, reallocation, demotion or range revision will cancel this delayed increase.
