Demotion/Reassignment

Demotion is a transfer to a position of lower salary grade. The transfer results from either unsatisfactory performance or disciplinary action. Prior to implementing a demotion, refer to the Discipline Policy and Procedure.

Reassignment is a transfer to a position of a lower salary grade. The transfer results from a mutual agreement between the employee and supervisor.

Compensation

If the employee's previous salary falls within the new salary range, then it may remain unchanged or be reduced to any rate within the new range.

For a demotion, a salary adjustment downward is considered appropriate to bring the employee's salary in line with actual performance and to maintain internal equity. For a reassignment, a salary adjustment downward should be based on the employee's qualifications for the position, salaries within the work unit, and length of service.

If the employee's previous salary is above the new salary range, then it is reduced to at least the maximum of the new range.

Exception

If an employee is promoted or reallocated upward and subsequently demoted or reassigned back to the same or lower salary grade within a year, then the salary shall revert to the previous salary plus any increases had that promotion or reallocation not occurred.

If an employee is promoted or reallocated upward and within a year is subsequently reassigned to a higher grade than held before, then the promotion or reallocation policies apply.

Note: Demotions and reassignments may be effective on any day of the month.

Qualifications

An employee automatically qualifies for a position when demoted or reassigned within the same field of work. If either demotion or reassignment is made to a different field of work, then the employee must meet the minimum qualifications for the position.

Approval

Demotions and reassignments and the resulting salary must be reviewed by the hiring official, the college's Affirmative Action representative, and the appropriate dean or vice chancellor prior to approval by Human Resources.
