ANOTHER ENROLLMENT Now Scheduled for July 18 – 29

The North Carolina General Assembly passed (and Governor Perdue didn’t veto) Senate Bill 323 / House Bill 578, which set new premiums, co-pays and deductibles for the SHP. So the resulting law is effective for healthcare coverage as of September 1, 2011.

There are many changes in the new legislation, so the SHP will now hold yet another Enrollment. During July 18 – 29, eligible faculty and staff may enroll, change/modify plan elections, and add/drop dependents.

The good news is that – if you are happy with the coverage levels you have now and do not wish to change anything -- you don’t need to take action.

WHAT ARE THE MAJOR PLAN CHANGES?

The ‘Comprehensive Wellness Initiatives’ (CWI), which started last year and required employees and dependents to attest that they are non-tobacco-users, required them to attest starting this plan year that their Body Mass Index (BMI) met certain criteria has been repealed. Therefore, effective September 1, 2011, you will be eligible for either the Basic (70/30) plan or the Standard (80/20) plan without regard to your tobacco use or weight. That means if you dropped to the lower level because of tobacco use, your BMI or because you did not attest, you should be able to re-enroll at the higher level this year if you choose.

WHAT ARE THE MAJOR PLAN CHANGES?

For the first time, there will be monthly premiums for employee individual coverage for those who are enrolled or wish to enroll in the 80/20 Standard plan. However, the 70/30 Basic plan provides a premium-free option.

-Dependent premiums will increase 5.3% beginning 9-1-2011

-Co-pays for primary care, specialists, and out-of pocket maximums will increase.

DOES EVERYONE NEED TO RE-ENROLL?

Action will only be required if you want to change your level of coverage. So if you want to keep your current plan (no dependent changes and no coverage-level changes), you shouldn’t need to do anything.

Keep in mind…remaining in the 80/20 Standard plan also means you will be required to pay the employee-only premium of $21.62/month.

WHAT DO I DO NEXT?

If you made changes during the ‘First’ annual enrollment that just ended on June 8th , you should receive new identification cards by July 1st.

The SHP’s online enrollment portal is NOT YET AVAILABLE for the ‘Second’ annual enrollment. The University Benefits Office will send a new update once the enrollment window officially opens.

The SHP will also mail information to your home address; but ALL Annual Enrollment changes must be made through the SHP’s online enrollment system (NO paper forms).
