The State Health Plan of North Carolina

The State Health Plan's Preferred Provider Organization (PPO) plans offer freedom of choice among in-network providers, lower out-of-pocket costs and a strong emphasis on preventive health. There are two levels of PPO coverage:  PPO Basic 70/30 and PPO Standard 80/20

Eligibility

NC State University offers health insurance to eligible faculty/staff (SPA/EPA employees) who work at least 30 hours per week (.75 FTE), and who work on a recurring contract of 9 months or greater.  The University pays the full cost of the 70/30 health insurance premium for employees who work at least .75 FTE  in a regular position on a recurring contract of 9 months or greater.  For the 80/20 coverage, employees pay $22.76/month.  Employees pay the cost of dependent coverage.

Eligible faculty/staff (SPA/EPA employees) who work between 20 hours per week (.5 FTE) and 29 hours per week (.74 FTE) OR those that work 30 hours per week (.75 FTE) or greater but less than a nine month contract or a non-recurring contract are eligible to enroll in the State Health Plan, but must pay full cost for employee coverage in addition to any dependent coverage needed.

Effective Dates

New employees must enroll within 30 days of their hire date to avoid having any pre-existing condition exclusions applied to their coverage.

Coverage may begin the first of the month following your hire/start date or the first of the second month following your hire date. Employees select which month the coverage will begin. For example, a new employee hired on September 15th may begin coverage on either October 1st or November 1st. (Insurance premiums are deducted one month in advance of the coverage effective date.)  Faculty hired on July 1st, but whose work obligation begins in August, will be eligible for coverage to begin on September 1st once enrolled. 

If employment terminates on the 1st through 15th of the month, coverage will end on the last day of the current month. If employment ends between the 16th and last day of the month, coverage will end on the last day of the following month.

Health Insurance Premiums

The State Health Plan is a pre-pay plan.  Coverage is paid one month in advance through payroll deduction. Go to www.shpnc.org/library/pdf/rate-sheets/active-employeeFinal.pdf to view current rates for health insurance premiums. 

Enrollment

Employees can choose from four coverage levels:

  • Employee Only
  • Employee + Children
  • Employee + Spouse
  • Employee + Family (must include spouse and child(ren)

 

Enrollment is done through the State Health Plan/NCFlex online enrollment system.  Eligible employees can access this online system by going to https://ncsubenefits.hrintouch.com/ .  If online access is not available, computer kiosks for employee use are located in the Human Resources office on the second floor of the Administrative Services II building (2711 Sullivan Drive). 

At https://ncsubenefits.hrintouch.com/, employees will log in with their 9-digit employee ID number as the User ID.  The employee ID number can be found on the Wolfpack One Card or on the employee self service site in the MyPack portal.   

The password will be the first two letters of the last name, the first letter in upper case and then birth date in a MMDDYYYY format. For example, James Smith with a birth date of 2/15/52 would have a password of "Sm02151952".  Employees will be then be asked to change their password.  This system is not connected with employee’s Unity ID.  The changing of the password in the health insurance system will not impact one’s Unity ID. 

Once logged in, select the "eEnroll- Click Here to Enroll" link on the left. This will load into the State Health Plan/NCFlex portal. Click on "Benefits" to begin enrollment.

 

Coverage Changes

 

Coverage changes are done through the State Health Plan/NCFlex online enrollment system with qualifying life events.  Such events are defined as birth, death, divorce, now eligible for other coverage, loss of other coverage, adoption, etc.  Coverage changes are effective the first day of the month following the date of the life event.  Eligible employees can access this online system by going to https://ncsubenefits.hrintouch.com/ .  If online access is not available, computer kiosks for employee use are located in the Human Resources office on the second floor of the Administrative Services II building (2711 Sullivan Drive).

Next, click on "View/Edit Information" in the upper right corner for the plan to make changes to.  Next, click on "Edit to Change Benefit" to move through the life event section for making changes to coverage.
