Procedural Options for NCSU Oversight of Live Vertebrate Animal Use on Centennial Campus

IACUC Guideline: February 20, 2004

  1. Interinstitutional Agreement Type A: The leasing Partner carries its own Animal Welfare Assurance Statement through OLAW, is currently AAALAC accredited or actively seeking such accreditation, and the NCSU IACUC reviews the Partner’s Animal Care and Use Program and facilities prior to approving the interinstitutional agreement. The Partner’s IACUC will include one member of the NCSU IACUC as a voting member.
  2. Interinstitutional Agreement Type B: The leasing Partner agrees to contract with NCSU (fee for service) to use the oversight of the NCSU IACUC, and be subject to NCSU policies and programs for the use of live vertebrate animals. The Partner’s investigators, staff, training, facilities and protocols will be subject to NCSU IACUC review and approval.
  3. Projects that are coordinated/conducted by an NCSU faculty member with the leasing Partner are automatically subject to NCSU IACUC review and approval, per current NCSU policy.

Upon the VCRGS' receipt of a CC partner's request to house animals on the CC in leased space without an NC State University Principal Investigator involved in the care and use of those animals, the IACUC will be engaged to evaluate, review and make a recommendation on the approval or disapproval of such request. This evaluation shall include at a minimum a subcommittee of the IACUC, similar in scope to an inspection committee, to assess the facility, management plan, any SOP's, and other pertinent aspects associated with the request. Such other aspects may include the general comfort and confidence the individuals on the IACUC have with respect to the partner's ability to care for and use animals in a manner conducive to maintaining NC State's excellent reputation regarding the use of animals in the instruction, research and extension missions of the institution. The IACUC will consider the findings of the subcommittee, vote on a recommendation and forward their recommendation and any pertinent or relevant supporting documents to the VCRGS who will consider the matter. If the VCGRS has further questions or needs additional information, he/she may request it from the IACUC or from any other appropriate resource. The evaluation and assessment of the request by the IACUC will not carry a fee. When the VCGRS has received sufficient information, he/she will communicate, in writing, a decision on the matter and, if the proposal is approved, instruct the partner to work with the Associate VCRGS - Research Administration in establishing the necessary arrangements, such as an interinstitutional agreement.

All CC lease agreements should forbid the use of animals without the express permission of the NC State University VC RGS.
