The following justification was sent on Fri 7 Aug 98:
            I am a long time member of 4-H. In 1996, my county recieved a new Agent. His name is Frank Carr. No matter what was going on, Frank had time for everyone. He was considerate, helpful, and most importantly- he taught me the Character Counts! program. Frank was the leader of the Morris County Teen Council, and it was here he first taught us about the program.

            He worked long hours as it was, but he stayed even longer just to make sure that "his" teens got the program right. When we all thought that Frank could do no wrong, he would tell us of things that he had done in his past. Frank wasn't perfect, but he, too, used the program to become a better person. Frank just recently left his position as Morris County 4-H Agent, but I am a better person for meeting him. He is now working in the NJ Superior Court system, and I know that he will be able to turn youth around. I'm happy for the two years I got to work with him, and wish I could have had a longer time, but he is going to change the face of youth with his ways.
