The Office of International Affairs provides leadership, innovation, and coordination to achieve NC State's goal of integrating global perspectives into all aspects of the University's mission--teaching, research, extension, and engagement—and to strengthen NC State's international presence in the world.
Why Internationalize?
NC State's land grant mission states that it will provide leadership for intellectual, cultural, social, economic, and technological development within the state, nation, and the world. To this end, NC State has clearly stated in its strategic plan that it will integrate global perspectives into all functions of teaching, research, extension and engagement—and in this way ensure that our students are well trained, globally competent students who are job-ready for an increasingly interdependent world.
Similarly, degrees from U.S. universities make international students more competitive in the job market, and are therefore highly sought after. Many international students, after receiving degrees from NC State, will stay in North Carolina and make positive contributions to the state and its economy. NC State also benefits from the global perspective international students bring to Raleigh.
The Office of International Affairs includes these units:
Administration Office (OIA)
Office of International Services (OIS) The Office of International Services provides support for international students, faculty and staff at NC State.
Study Abroad Office (SAO) The Study Abroad Office provides the opportunity for NCSU students to participate in academic international exchange programs.
North Carolina Japan Center (NCJC) The North Carolina Japan Center works to strengthen North Carolina's ties with Japan and to provide resources for those interested in academic, cultural, or economic ties with Japan.
Confucius Institute (CI) To enhance intercultural understanding in the U.S. by sponsoring programs in Chinese language and culture. NC State's institute will promote the mission through a range of educational and outreach activities to students, teachers, businesses, and community members.

Bailian Li
Vice Provost

Dr. Bailian is the leader of University International Programs, reports to the Provost, and collaborates with College Deans and their International Coordinators in the internationalization of the University. His mandate is to lead and promote a global perspective into all functions of teaching, research, and extension/ engagement and to strengthen NC State's international presence in an ever-changing global society. Before joining OIA, Dr. Li was a professor in the Department of Forestry and Environmental Resources and Co-Director of the North Carolina State University Industry Tree Improvement Program. Previously, he worked at the University of Minnesota for six years and has been at NC State since 1996. Dr. Li has extensive international experience in research and teaching collaboration with many foreign universities, research institutes and governmental agencies, including Australia, Canada, China, Chile, Finland, Malaysia, New Zealand, Sweden, and Turkey. He has been active leader in several international profession organizations and served as adjunct professor at several foreign universities.

Betsy Brown 
Special Assistant to the Provost

Dr. Brown joined NC State October 1, 2006. She helps the OIA and NC State faculty and administrators in international grants and program development. Before coming to NC State, Dr. Brown was Associate Vice President for Faculty Support and International Programs at the UNC General Administration, where she coordinated international programs for the UNC system.
Ginger Davis

Ms. Davis has efficiently managed the Office of International Affairs since 1998. She has worked for NC State for two decades and provides important connectedness to the campus and community international organizations.
Aranzazu Lascurain
International Programs Coordinator

Ms. Lascurain coordinates internationalization programming, serves as communication director for OIA, serves as the Fulbright campus representative, edits the bi-annual GlobalEyes Newsletter, and maintains the office website—NC State's resource center for internationalization. She is a native of Mexico and has worked and lived overseas. She has a B.A. from the University of California, Berkeley in Geography and Anthropology and an M.S. in Environmental Science from the University of Oregon. Most recently, she worked in Western Samoa for the South Pacific Regional Environment Programme working on global climate change and natural resource planning.
Sarah Hall Cao
International Programs Coordinator

Ms. Cao is an International Program Coordinator
and works with the OIA team to develop and manage
Chinese university partnerships related to academic exchanges, research, and training programs. In addition she will serve as deputy director for the newly established Confucius Institute. Prior to joining NC State, Sarah was program manager of the China Public Policy Program at Harvard University's Kennedy School of Government, and program director of the School's China executive education training programs for middle and senior level government officials. She received an M.A. in East Asian Studies from Washington University with a focus on China's political, economic, and social systems. Sarah has lived and worked in several countries, including PR China, and continues to travel to the country on a regular basis.
David Dixon
International Programs Coordinator

Mr. Dixon is a Program Coordinator and works with the OIA team and NC state faculty to develop and expand collaborations with academic institutions around the world. He serves to facilitate inter-institutional connections by hosting international delegations visiting NC State with a purpose to engage in academic exchanges, research and training programs. He is a native of North Carolina and has lived and studied overseas – at University College Cork in Ireland. He received a B.A. from Campbell University in Government and the Master of International Studies degree from the School of Public and International Affairs at NC State.
