1. Introduction

WolfBlogs and WolfWikis are services provided by the NCSU Libraries to support the academic and scholarly communication activities of current faculty, students, and staff of North Carolina State University. This rule describes the standards for use of WolfBlogs and WolfWikis. Hereafter, where "blogs" is used, it shall refer to both blogs and wikis.

2. Conditions of use

2.1 Use of this service is limited to academic and scholarly communication purposes. Contributors or users must abide by the terms and conditions outlined in this rule. Individuals who do not wish to accept these terms and conditions should not use the service.

2.2 Use of WolfBlogs and WolfWikis is subject to NC State policies and applicable local, state, and federal laws. Violations may result in denial of access to the service.

2.3 The service is provided on an "as is" and "as available" basis, without warranties of any kind, express or implied. Use of this service is at the user's sole risk and the user assumes all responsibility for any liability arising out of such use. See the NCSU Libraries' Disclaimer for more information.

2.4 Under its continuing obligation to preserve the rich history of the institution, the University Archives may collect and preserve copies of blogs.

3. Computer Use

The NC State Computer Use Policy and Computer Use Regulation outline the conditions under which members of the University community may utilize University computer accounts and equipment. The following are of particular interest to blog users:

3.1 Users cannot accept or display paid advertising in WolfBlogs or WolfWikis.

3.2 While the University does not intend to monitor traffic on blogs, it does retain the right to examine blog contents if network security and performance is threatened or if there is a reasonable suspicion that a law or University policy is being violated.

3.3 Each blog page will automatically display the following language at the bottom: "The material located at this site is not endorsed, sponsored or provided by or on behalf of North Carolina State University." Upon notification to the Libraries, those engaged in official activities of NC State (i.e., controlled or supervised by an NC State employee within the scope of employment) will not be required to display this language.

3.4 Links do not imply NCSU endorsement of any materials; access cannot be guaranteed.

4. Copyright

4.1 The blog user is responsible for complying with all applicable copyright laws and policies. Applicable policies include: Copyright Infringement Policy Statement ; Copyright Use and Ownership Policy ; Copyright Regulation - Copyright Implementation Pursuant to Copyright Use and Ownership Policy of the University of North Carolina .

4.2 Questions about the use of copyrighted material can be directed to the Scholarly Communication Center or the Office of Legal Affairs.

5. Non-Discrimination

The University is committed to academic freedom and to the free exchange of ideas. Various non-discrimination policies are in place to protect academic freedom while preventing conduct that unlawfully threatens or intimidates others. 6. Code of Student Conduct

The Code of Student Conduct describes behavior that disrupts or inhibits the normal functioning of the University and the actions that can be taken to protect the University community from such behavior. Blog users should be aware of the contents of the Code.

7. Family Educational Rights and Privacy Act (FERPA)

FERPA is a federal law that protects student privacy in most personally identifiable educational records. For example, directory information, such as student names, email addresses, and enrollment status are not protected, but grades and most other student records are protected. Students can request that directory information not be disclosed. 7.1 Students must provide voluntary written consent prior to their inclusion in a course blog and prior to University employees or agents disclosing (including electronic posting) any other FERPA-protected information from students. See the Permission Form.

7.2 The WolfBlogs system supports anonymous posting of comments to existing blog posts. Faculty cannot subscribe students as authors to a course blog without securing voluntary written consent in advance; however, faculty may author blogs and encourage students to post comments anonymously.
