NC State has a limited amount of institutional scholarship support based on merit, and a large number of academically qualified undergraduate students. The rationale for this regulation is to encourage scholarship awarding entities within the university to spread the aid dollars to the broadest undergraduate population possible, and prevent undergraduates from profiting by receiving more institutional scholarship support than they have costs to attend the university. This regulation does not apply to graduate students because graduate financial aid is market driven and varies widely by discipline. Limiting funding for graduate students, as outlined in this regulation for undergraduate students, would significantly limit NC States ability to be competitive in recruiting and yielding a strong graduate population.
