1. Purpose:
To administer the gradation or cancellation of athletically related financial
aid during the period of the award due to any of a possible variety of issues
including behavior, performance or unacceptable personal conduct.

RULES FOR THE GRADATION OR CANCELLATION OF ATHLETICALLY
RELATED FINANCIAL AID DURING THE PERIOD OF THE AWARD
1. Policy Statement
NCAA Bylaw 15.3.4 governs the gradation and cancellation of athletically
related financial aid during the period of the award. Such gradation or cancellation
is permitted only if the student-athlete:
1.1 Renders himself or herself ineligible for intercollegiate competition;
or
1.2 Fraudulently misrepresents any information on an application, letter of
intent, or
Financial aid agreement; or
1.3 Engages in serious misconduct warranting substantial disciplinary penalty;
or
1.4 Voluntarily withdraws from a sport at any time for personal reasons.
Institutional financial aid may not be gradated (increased or decreased)
or canceled during the period of its award:
On the basis of a student -athlete' s athletic ability, performance or
contribution to a team's success; or
Because of an injury that prevents the recipient from participation in
athletics; or c. For any athletics reason.
2.
Procedures
The following procedures, based on NCAA and University regulations, are to
govern this
University's conduct when consideration is given to the gradation or cancellation
of athletically related financial aid during the period of an award:
2.1 Student-athlete renders himself or herself ineligible for intercollegiate
competition:
2.1.1 A Head Coach who seeks to recommend the gradation or cancellation of
athletically related financial aid during the period of the award based
on the ineligibility of a student-athlete to compete in intercollegiate
competition, must file such a request in writing with the appropriate
Sport Administrator and Assistant Athletics Director for Compliance.
2.1.2 The Head Coach's recommendation is reviewed by the appropriate Sport
Administrator and Assistant Athletics Director for Compliance. The Assistant
Athletics Director for Compliance will confirm that the student-athlete
is ineligible for intercollegiate competition. If the Assistant Athletics
Director for Compliance approves the Head Coach's recommendation, he/she
will present it to the Director of Financial Aid.
2.1.3 If approved, the Director of Financial Aid will notify the student-athlete
in writing of the gradation or cancellation of athletically related financial
aid. Such notice shall include informing the student-athlete of his/her
right to a hearing.
2.2 Student-athlete fraudulently misrepresents any information on an application,
letter of intent or financial aid agreement:
2.2.1 If a student-athlete is awarded institutional financial aid on the basis
of declaring intention to participate in a particular sport by signing
a letter of intent, application or tender, action on the part of the grantee
not to participate (either by not reporting for practice or after making
only token appearances as determined by the institution) would constitute
fraudulent misrepresentation of information on the grantee's application,
letter of intent, or financial aid agreement and would permit the institution
to cancel or gradate the financial aid.
2.2.2 A Head Coach who seeks to recommend the gradation or cancellation of
athletically related financial aid during the period of the award based
on a fraudulent misrepresentation of information on an application, letter
of intent, or financial aid agreement by a student-athlete, must file
such a request in writing with the appropriate Sport Administrator and
Assistant Athletics Director for Compliance.
2.2.3 The Head Coach's recommendation is reviewed by the appropriate Sport
Administrator and Assistant Athletics Director for Compliance. If the
recommendation is approved by the Assistant Athletics Director for Compliance,
he/she will present it to the Director of Financial Aid.
2.2.4 If approved, the Director of Financial Aid will notify the student-athlete
in writing of the gradation or cancellation of athletically related financial
aid. Such notice shall include informing the student-athlete of his/her
right to a hearing.
2.3 Student-athlete engages in serious misconduct warranting substantial disciplinary
penalty:
2.3.1 An institution may cancel or gradate the financial aid of a student-athlete
who is found to have engaged in misconduct by the university's regular
student disciplinary authority (system), even if the loss-of-aid requirement
does not apply to the student body in general. b. A Head Coach who seeks
to recommend the gradation or cancellation of athletically related financial
aid during the period of the award based on the finding of misconduct
by the University's regular student disciplinary authority (i.e., the
University's regular judicial process) must file such a request in writing
with the appropriate Sport Administrator and Assistant Athletics Director
for Compliance.
2.3.2 The Head Coach's recommendation is reviewed by the appropriate Sport
Administrator and Assistant Athletics Director for Compliance. The Assistant
Athletics Director for Compliance will confirm any finding of misconduct
with the Vice Chancellor for Student Affairs. If the recommendation is
approved by the Assistant Athletics Director for Compliance, he/she will
present it to the Director of Financial Aid.
2.3.3 If approved, the Director of Financial Aid will notify the student-athlete
m writing of the gradation or cancellation of athletically related financial
aid. Such notice shall include informing the student-athlete of his/her
right to a hearing.
2.4 Student-athlete voluntarily withdraws from a sport for personal reasons:
2.4.1 If the recipient withdraws from a sport at any time for personal reasons,
gradation or cancellation may occur immediately; however, the recipient's
financial aid may not be awarded to another student-athlete in the term
in which the aid was gradated or cancelled.
2.4.2 A Head Coach who seeks to recommend the gradation or cancellation of
athletically related financial aid during the period of the award based
on the student-athlete's voluntary withdrawal from a sport for personal
reasons, must file such a request in writing with the appropriate Sport
Administrator and Assistant Athletics Director for Compliance.
2.4.3 The Head Coach's recommendation is reviewed by the appropriate Sport
Administrator and the Assistant Athletics Director for Compliance. If
the recommendation is approved by Assistant Athletics Director for Compliance,
he/she will present it to the Director of Financial Aid.
2.4.4 If approved, the Director of Financial Aid will notify the student-athlete
in writing of the gradation or cancellation of athletically related financial
aid. Such notice will include informing the student-athlete of his/her
right to a hearing.
3. Appeals
NCAA regulations mandate a hearing opportunity for any student-athlete whose
athletically related financial aid is gradated or cancelled during the period
of the award:
Any gradation or cancellation of aid during the period of the award is
permissible only if such action is taken for proper cause by the regular
disciplinary or financial aid authorities of the institution and the student-athlete
has had an opportunity for a hearing (NCAA Bylaw 15.3.4.2)
If the student-athlete elects to appeal the gradation or cancellation of
athletically related financial aid during the period of the award, the appeal
must be made and reviewed in accordance with the procedures established by
the University for financial aid appeals by all members of the student body.
