1. Purpose:
To administer non-renewal or reduction of athletically-related financial aid for the succeeding term due to a variety of issues including behavior, performance, or unacceptable personal conduct.
2. Rule:
The non-renewal of a student-athlete's athletically related financial is subject to the provisions of NCAA Bylaw 15.3.5.1.

RULES FOR THE NON-RENEWAL OR REDUCTION OF
ATHLETICALLY RELATED FINANCIAL AID
FOR THE SUCCEEDING TERM
1. Policy Statement
1.1 This document sets forth the procedures to be followed when the Department of Athletics seeks to recommend to the Director of Financial Aid the non-renewal or reduction of a student-athlete's athletically related financial aid for the succeeding term.
1.2 Athletically related financial aid may be offered for a period not in excess of one academic year (NCAA Bylaw 15.3.3.1). The non-renewal of a student-athlete's athletically related financial aid is subject to the provisions of NCAA Bylaw 15.3.5.1, which states:
"The renewal of institutional financial aid based in any degree on athletics ability shall be made on or before July 1 prior to the academic year in which it is to be effective. The institution shall promptly notify in writing each student -athlete who received an award the previous academic year and who has eligibility remaining in the sport in which financial aid was awarded the previous academic year (under 14.2) whether the grant has been renewed or not renewed. Notification of financial aid renewals and non -renewals must come from the institution's regular financial aid authority and not from the institution's athletics department."
1.3 Non-renewal or reduction of athletically related financial aid must be based on the conditions set forth in the North Carolina State University Athletics Financial Aid Agreement.
1.4 In situations involving behavior issues or poor performance, the governing concept is that the student-athlete deserves an opportunity to alter his/her behavior to meet the Head Coach' s expectations.
2. Procedures
2.1 The Head Coach must engage in ongoing discussions with the student -athlete whose behavior or poor performance, if continued, may lead the Head Coach to recommend the non -renewal or reduction of athletically related financial aid for the succeeding term. For unacceptable personal conduct, Section II. C. applies.
2.2 The Head Coach must issue a warning to the student-athlete who has behavior issues or poor performance stating that the non-renewal or reduction of his/her athletically related financial aid for the succeeding term is a possibility. The warning may be either verbal or in writing. The warning must provide a specific explanation of any problems which exist and any corrective action which should be taken and the consequences of failing to make improvements or corrections which includes the possibility of non -renewal or reduction of the athletically related financial aid for the succeeding term. If the Head Coach issues a verbal warning, a Sport Administrator must be present to witness the verbal warning. If the Head Coach issues a written warning, the letter must be copied to the Assistant Athletics Director for Compliance and the appropriate Sport Administrator. ~ Form Letter attached.
2.3 In situations when the unacceptable personal conduct (e.g. student has abused drugs or alcohol, student charged with misdemeanor offense, etc.) of a student-athlete is the basis for the recommendation of the non -renewal or reduction of athletically related financial aid for the succeeding term, it may not be feasible for ongoing discussions or a warning to have occurred previously. In these circumstances, the Head Coach would be justified in recommending non-renewal or reduction of athletically related financial aid for the succeeding term based on the misconduct of the student -athlete without evidence of ongoing discussions with, or a warning to, the student-athlete concerning his or her conduct.
2.4 The Head Coach's recommendation of non -renewal or reduction in a student-athlete's athletically related financial aid for the succeeding term shall be made in writing to the appropriate Sport Administrator and Assistant Athletics Director for Compliance. The recommendation must include a detailed explanation of the reason(s) for the recommendation, a record of any relevant discussions which the Head Coach had with the student -athlete, and either a copy of the written warning letter or the date when the verbal warning was issued, if any. The Sport Administrator should review the documentation to assure that the Head Coach has adhered to the conditions of these Rules, and if in agreement, forward the Head Coach's recommendation and copies of the supporting documentation to the Assistant Athletics Director for Compliance, who will then forward the documentation to the Director of Financial Aid.
2.5 Upon receipt of the recommendation of non -renewal or reduction in a student-athlete's athletically related financial aid, the Director of Financial Aid shall review the documentation, and if the recommendation is approved, shall notify the student-athlete of (a) the non-renewal or reduction in athletically related financial aid for the succeeding term and (b) the student -athlete's right to appeal. Such notice must be made prior to July 1 preceding the upcoming academic year.
3. Appeals
If the student-athlete elects to appeal the non-renewal or reduction of athletically related financial aid for the succeeding term, the appeal must be made and reviewed in accordance with the procedures established by the University for financial aid appeals by all members of the student body.
