1.  Introduction

1.1.  The Provost and Executive Vice Chancellor (hereafter referred to as Provost) is responsible for reviewing the administrative performance of the Dean of Undergraduate Academic Programs and Vice Provosts.   The Provost shares the responsibility for review of the Dean of the Graduate School with the Vice Chancellor for Research and Graduate Studies.

1.2.  Comprehensive reviews are conducted pursuant to this regulation to assess unit leadership and programs.   They normally are held at intervals of not more than five years from the date of the initial appointment or the date of the last review.   Reviews may be waived or delayed by the Provost for sufficient cause.    Normally reviews will not be done for incumbents retiring or returning to a faculty position.

2.    Notification to the Dean/Vice Provost and Systematic Solicitation of Faculty, Administrator, Staff and Student Views

2.1.    The Provost will initiate review during the fall semester by notifying the Dean/Vice Provost and announcing the review to other Deans/Vice Provosts, Department Heads and the Chair of the Faculty.

2.2.    In consultation with the Provost, the Chair of the Faculty and the Deans will develop a survey mechanism that protects anonymity to solicit input from the faculty.   The Chair of the Faculty and each Dean will be responsible for compiling information they receive.   Deans should compile input from the academic departments within their college.   Faculty will be asked to provide their opinion of the strengths, weaknesses, and other information relevant to the performance of the Dean/Vice Provost under review.  

2.3.  The Provost, after consultation with the Chair of the Faculty, will determine the relevant peers, direct reports and clientele groups who will participate in the survey.

2.4.  The Provost shall provide the Vice Chancellors, Deans, Vice Provosts, Department Heads and Direct Reports of the Dean/Vice Provost under review the opportunity to give their opinions similarly to the faculty system in 2.2.

2.5.   The survey will be done after completion of the unit overview presentation and follow-up sessions described in section 3.

3.    Unit Overview Presentation and Sessions with Specified Groups

3.1.  The Provost shall request the administrator under review to prepare an overview of unit accomplishments during the period under review.   The overview will be presented at an initial session scheduled by the Provost, which is open to all members of the university community.   The Provost also shall invite relevant administrators outside the unit of the person under review (hereinafter "relevant administrators") who will participate in the evaluation process, including all follow-up sessions.

3.2.  Following the initial session, the Provost shall schedule three follow-up sessions to allow for an informal discussion of unit leadership and programs.   The sessions will not include the administrator under review and attendees will be limited as follows:

3.2.1 A session with faculty to enable the Provost and relevant administrators to discuss with the faculty unit leadership and programs.  

3.2.2 A session with unit staff to enable the Provost and relevant administrators to meet with the unit staff to discuss unit leadership and programs.

3.2.3 A session with the associate and assistant deans/vice provosts, subunit directors and other comparable direct report unit administrators deemed appropriate by the Provost to provide an opportunity for the Provost and relevant administrators to meet with these individuals to discuss unit leadership and programs.

4.    Use of Additional Information

The Provost may use any other relevant information in reviewing and evaluating the positions and programs covered by this regulation.

5.   Evaluation and Report by Provost

The Provost after consultation with the relevant administrators, shall evaluate the performance of the Dean/Vice Provost taking into consideration the information obtained from the sessions with specified groups, the surveys conducted, and any other relevant information possessed by the Provost.   After sharing the results of the evaluation with the Dean/Vice Provost under review, the Provost shall report the results of the evaluation at a Faculty Senate meeting during the spring semester of the academic year during which the review takes place.

6.    These procedures do not preclude a faculty member, administrator or staff member from individually expressing views with regard to unit leadership and programs to the Provost at any mutually agreeable time.

7.    These procedures do not preclude the Provost from consulting with the Chancellor regarding the unit leadership at any mutually agreeable time.

8.    Documents generated through this process are confidential personnel records and shall be treated as such as required by North Carolina law.
