- Reviews of Academic Administrators: Periodic Review and Evaluation of Departmental
Programs and Leadership.
College deans are responsible for reviewing and evaluating departmental leadership
and programs. At intervals of not more than five years from the date of the
initial appointment of the department head or the date of the last departmental
review, the dean shall announce a time during which that departmental leadership
and programs will be reviewed. As part of the procedures for this review and
evaluation, the dean shall systematically solicit the views, concerns, and
recommendations of all members of the departmental faculty. The following
procedures shall be in effect for each departmental review:
- The dean[1], or deans in the cases of jointly
administered departments, shall appoint a faculty ad hoc Departmental
Review Survey Committee. A majority of the members of this committee shall
be faculty with permanent tenure. The dean shall charge this committee to
develop a questionnaire designed to elicit faculty views, concerns, and
recommendations pertinent to departmental leadership and programs.
- The dean may, in consultation with the department head, schedule an open
hearing or provide for a presentation of departmental programs and goals.
- Prior to the distribution to the faculty of the questionnaire developed
by the Departmental Review Survey Committee, the dean shall provide the
department head an opportunity to review the proposed questionnaire and
to offer suggestions.
- The chair and one other member of the Departmental Review Survey Committee
shall constitute an Audit Committee which shall administer the questionnaire
on behalf of the dean to all members of the departmental faculty and shall
provide the dean with a tabulation and summarization of the responses. The
anonymity of individual responses and the confidentiality of the results
shall be strictly maintained by the Audit Committee. All responses shall
be forwarded to the dean.
- After reviewing the results of the faculty survey, the dean shall hold
an informal hearing with the departmental faculty, in the absence of the
department head and any associate and assistant department heads, to discuss
departmental leadership and programs.
- In addition to the informal hearing, the dean shall invite all members
of the departmental faculty, and is encouraged to invite appropriate staff,
selected undergraduate and graduate majors, NCSU faculty from other departments
with closely related programs, or off-campus persons having a direct interest
in and knowledge of the department, to share in writing or in person their
perceptions of the strengths and weaknesses of the departmental leadership
and programs.
- The dean may use other relevant information in reviewing and evaluating
departmental leadership and programs.
- After the dean has discussed the results of the evaluation with the department
head, the dean shall report the results of the evaluation, including a general
summation of the faculty's perceptions, to a meeting of the departmental
faculty. The dean is encouraged to discuss at this meeting proposed actions
that will be taken to address departmental goals and identified deficiencies.
This report to the departmental faculty should occur prior to the end of
the semester in which the review has taken place.
- The college dean shall submit a written report to the provost and vice
chancellor, the vice chancellor for research, outreach, and extension, and
the chancellor on the status of the leadership and programs of the department
and the continuation of the department head. This report shall include the
summarization of the responses to the faculty survey as prepared by the
Audit Committee together with proposed actions that will be taken to address
departmental goals and identified deficiencies. The dean shall provide the
Audit Committee an opportunity to review this final report.
- Nothing in these procedures shall infringe upon the right of a faculty
member to express individual views with regard to departmental leadership
or programs to the dean, the vice chancellor for research, outreach, and
extension, the provost and vice chancellor, or the chancellor at any mutually
agreeable time.
- The confidentiality of all documents generated through this process shall
be respected at all times.

the deans of the colleges involved shall function jointly to conduct the review
and evaluation. References to "dean" shall, in these provisions, refer to the
joint functioning of the deans in these cases.
