1. PURPOSE

The policy establishes standards for recruitment that are consistent with federal and state requirements. Exceptions to normal hiring practices in relation to qualifications and salary are subject to the approval of the Office of State Personnel.

2. COVERED PERSONS

Applicants for SPA (Staff) vacancies are covered by this policy.

3. PROCEDURES

3.1. Hiring Standards - Each SPA (Staff) position classification has minimum state requirements for education and experience. These requirements indicate the knowledge, skills, and abilities deemed necessary for successful job performance. Related formal education may be substituted for required experience. Directly related experience also may be substituted for education requirements. Hiring departments in cooperation with Employment Services are responsible for determining job-related qualifications required in addition to minimum state standards. Education and experience preferences are also determined by the hiring department.

3.2. Vacancy Posting - Hiring departments submit a Notice of Staff Vacancy (http://www.ncsu.edu/hr/hrforms.html ) to request posting of a vacant position. Hiring departments indicate the level of posting desired.

3.2.1. STAFF VACANCIES - STAFF VACANCIES (7-day minimum posting) is used for wide dissemination of vacancy information. Postings are displayed in Human Resources, across campus, at the Employment Security Commission, and in various educational and human service agencies. Vacancies are also advertised on the Job Line (919-515-3737) and the Internet. Any interested party may request consideration.

3.2.2. TRANSFER VACANCIES - TRANSFER VACANCIES (5-day minimum posting period) provides career mobility and advancement for internal candidates. Postings are distributed across campus, through the Internet, and are posted in Human Resources. Current SPA (Staff) employees may apply for these vacancies. Employees who have not been in their current department for at least six months must obtain their supervisor's approval to seek a transfer outside of their department.

3.3. Advertising - To ensure compliance wit state and federal laws, Employment Services approves and coordinates the placement of advertisements and the screening of ad respondents. For vacancies targeted for Affirmative Action, advertisement in female - or minority-specific publications may be required.

Employment Services coordinates advertisement copy, publications, and run dates with the hiring department. Media sources include newspapers, trade journals, and direct mail fliers. Costs of media advertisements are billed to the hiring department.

Recruitment visits to local high schools, technical schools, colleges and community agencies are conducted routinely to maintain pools of applicants in the various occupational areas. Web based recruitment is also used.

3.4. Waiver of Posting - A waiver of posting may be requested only:

3.4.1. to avoid a reduction-in force (RIF)

3.4.2. to affect a disciplinary transfer

3.4.3. to achieve a mandatory reinstatement

3.4.4. to avoid a critical work stoppage or to protect public health, safety, or security

3.4.5. to convert a temporary employee who has been employed in a position for 12+ months to permanent employment

A request for waiver of posting must be submitted on letterhead and attached to the Notice of Staff Vacancy. The request should include the reason the waiver is needed, an application on the person recommended for hire, the salary requested, and an effective date. The request must have prior approval by the Unit Affirmative Action Officer.
