Policy for Secondary Employment

As an agency of the state of North Carolina, NC State University is required to follow various federal and state laws and regulations, as well as policies and regulations of the University of North Carolina.

1. Purpose

The university is considered the primary employer for employees who are subject to the State Personnel Act. As such, the university must verify that any other work performed by employees does not create a conflict of interest or adversely affect performance. A conflict of interest is defined as when an employee is or may be in a position to influence activities or university decisions in ways that would lead to personal gain for the employee or his/her immediate family, or give an improper advantage to third parties in their dealings with the university.

Any work that produces income is considered secondary employment. An employee must obtain approval from a supervisor prior to engaging in secondary employment.

The Secondary Employment Approval form must be completed and submitted to a supervisor for approval. Employees found to be in violation of this policy will be subject to disciplinary action.

Non-state secondary employment is a private matter and in considered confidential between the employee and the supervisor who reviews and approves the request.

2. Covered Employees

Full time and part-time permanent SPA (Staff) employees, persons in time-limited appointments, trainees, and probationary employees are covered by this policy.
