1. Purpose: To reduce damage caused by vehicles/equipment to brick and turf areas.

2. Intent: To insure bridging materials are used to reduce damage to brick and turf areas that are not reinforced.

3. Procedure:

3.1 Permits for access to brick and turf areas must be obtained from the Grounds Management Office located in the Motor Pool Building on Sullivan Drive. Permits are to be displayed on the passenger side dashboard of the vehicle. These permits do not substitute for parking permits. Parking permits can be obtained from Transportation. AV, TL, and UC permits do not grant access to brick or turf areas.

3.2 Keys to areas blocked by bollards must be checked out at the Grounds Management office located in the Motor Pool Building on Sullivan Drive between the hours of 7:00 a.m. and 3:00 p.m. Keys are to be returned by 5:00 p.m. Keys needed for after-hours work must be returned to the Motor Pool lock box before the start of the next workday. Keys for weekend work must be checked out before 3:00 p.m. on Friday and returned prior to start of work on Monday. In the event of an emergency, the University Steam Plant Operators will have a key for use. Key must be returned to the Steam Plant before beginning of next workday.

3.3 If key is lost or not returned, contractor will reimburse the University at $200.00 per key not returned or the cost of rekeying the bollards at the discretion of the University. In the event of misuse or abuse of keys, access to the brick or turf areas will be controlled by the Grounds Management field personnel. Contractor access will be limited to the hours between 7:00 a.m. and 3:45 p.m.

3.4 Contractor is responsible for physical damage and hazardous materials spills or leaks.

3.5 Permits are issued for the loading and unloading of materials. All other access needs (staged areas, craned, etc.) require a permit and support with plywood.

3.6 The contractor shall bridge with plywood all access and staging areas not located on roadways, designated parking areas or reinforced paving. Maps showing reinforced brick areas are available from the Grounds Management Office. Examples of areas to be bridged are: brick paving, planting beds, grass areas, sidewalks, curbs, etc.

3.7 Contractor will provide bridging materials for this purpose: min ¾" x 4’ x 8’ sheet plywood for up to 9000 lbs., and for loads over 9000 lbs., two (2) layers of ¾" sheets are required.

3.8 Students, student organizations and other belonging to the campus community, may obtain plywood free of charge for bridging and support from Grounds Management. Plywood must be returned in good condition. If plywood is not returned, the student or the student organization will be held accountable. Registered organizations could have privileges suspended through the Department of Student Activities if plywood is not returned in good condition.

3.9 An access permit must be obtained from Grounds Management five (5) working days prior to commencement of work.

3.10 An inspection of existing conditions will be made prior to installation of plywood and documented. Any or all restoration of damages that occur during the completion of the project to areas not located on roadways, designated parking areas or reinforced paving, shall be the contractor’s responsibility to return to pre-work condition.

3.11 Immediately upon unlocking a bollard and accessing the area, the contractor is responsible for returning the bollard to the upright and locked position prior to moving to the designated work area.

Note: Vehicles not wishing to bridge will be limited to permanent access areas such as: roadways, designated parking areas or reinforced brick paving only. All above-mentioned areas are under the jurisdiction of NC State’s Department of Transportation and will be subject to their policies and enforcement.
