The Academic Affairs and Personnel Committee has the following delegated authority:
1. EPA Personnel. On the recommendation of the Chancellor:
1.1 Appoint and fix the salary and non-salary compensation for all vice chancellors and other senior academic and administrative officers (as defined in Section I.A. of Board of Governors policy 300.1.1 titled "Senior Academic and Administrative Officers") consistent with the salary ranges and policies of the Board of Governors and regulations and guidelines established by the Office of the President.
1.2 Establish salary ranges, based on available relevant data, for deans and other similarly situated administrators that are not included in the annual Board of Governors' study establishing salary ranges.
1.3 Approve salary increases that (1) exceed the established salary range or (2) are greater than or equal to fifteen percent and at least ten thousand dollars or more than the previous June 30th salary.
1.4 Review and approve "retreat rights" of vice chancellors and provosts. "Retreat rights" are those conditions of employment that would apply should the administrator leave his/her position.
1.5 Confer permanent tenure consistent with Board of Trustees Policy 05.20.1 - "Academic Tenure Policy."
1.6 Appointment of head coaches and the athletic director.
2. Policy Development. Upon the recommendation of the Chancellor, to recommend to the Board of Trustees personnel policies not otherwise prescribed by State law, the University Code or policies of the Board of Governors, for personnel in all categories of University employment.
3. Appeals.
3.1 Discharge and Suspensions. In a manner consistent with the Board of Trustees' Policies and Procedures, with applicable policies of the Board of Governors, and with State law, to hear appeals of discharged or suspended employees from actions taken by the Chancellor when the applicable policies allow such appeals.
3.2 Disposition of Grievances. To hear and render a decision on appeals from the disposition of grievances where the appeal alleges a violation of policies, rules or regulations adopted by the Board of Trustees. However, where the decision of the committee is to reverse the decision being appealed, the Committee shall recommend its decision to the full Board of Trustees whose decision shall be the final institutional decision.
4. Academic Programs. To review academic program proposals and other matters related to the program proposals, and upon the recommendation of the Chancellor, to recommend such programs and proposals to the Board of Trustees.
5. Honorary Degrees, Awards and Distinctions. To receive and review nominations for Honorary Degrees, Holladay Medals and Watauga Medals, and to recommend nominees for approval to the Board of Trustees. To provide advice in the Chancellor's selection of a Commencement speaker.
