January 9, 2007 Current Version - This policy is promulgated for the purpose of implementing the Board of Governors' Policy on Conflicts of Interest and Commitment Affecting Faculty and Non-Faculty EPA Employees, adopted on August 12, 2005, and for establishing procedures applicable to NC State. The Board of Governors Policy combined the existing Conflicts of Interest and Commitment and the External Professional Activities policies into one policy regulating conflicts of interest and external activities for pay. The proposed new policy will supersede and rescind NC State's existing REG 01.25.01 Conflict of Interest. Few substantive changes have been made in the new policy, although the merger of the two policies required a de novo draft rather than amendments to existing policies. The proposed policy differs from the superseded policy in the following respects:  (1) A Conflicts of Interest Committee will be established to serve in an advisory capacity to the Vice Chancellor for Research and Graduate Studies and to assist in development of conflict management plans; (2) New procedures are adopted for disclosing conflicts of interest and external activities for pay, which procedures will ensure that any real or apparent conflicts of interest are eliminated or are managed or mitigated by a management plan; (3) Categories and Examples of Conflict of Interest are added to clarify those activities of Faculty and EPA Employees which must be eliminated, mitigated and/or managed; and (4) Rules relating to compliance with federal law and regulation of Conflicts of Interest are consolidated in one section entitled: Federal Conflicts of Interest Compliance. This change is in response to a preference expressed by federal authorities in 2004 summary of university audits of conflicts of interest compliance.
