1. Sponsorship

Approval for the promotion of outdoor events will be given only to registered NC State student organizations. The Department of Campus Activities, at its discretion, may require that a University college, school or department (i.e., College of Textiles, School of Design, University Student Center, Department of Housing and Residence Life) agree to advise the student organization and oversee the event. In that case a University official and a student liaison from the sponsoring organization must be present at the event from start to finish. They must make periodic checks with Public Safety prior to and during the event and must be available at a specific location during the event in case they need to be contacted. Such sponsorship might be required based on the size of the event, the use of amplified sound, or because the event is controversial in nature.

2. Location and Approval

2.1. Outdoor events with campus-wide appeal sponsored by student organizations may be held on the Harris Field or the Student Center Plaza if approved by the Coordinator of Student Organization Resource Center and the University official designated as follows:

2.1.1. The Director of the University Student Center for the Student Center Plaza and the Coordinator of the Student Organization Resource Center.

2.1.2.The Coordinator of the Student Organization Resource Center for Harris Field.

Times for such events will follow the Harris Field schedule below.

2.2. Outdoor events sponsored by fraternities, sororities, Interfraternity Council, Panhellenic Association, of National Pan-Hellenic Council may be held in the Fraternity Court Commons if approved by the Director of Greek Life. Times for these events will follow the schedule for the Block at the Free Expression Tunnel listed below.

2.3. Outdoor events sponsored by residence hall councils or the Inter-Residence Council may be held in residence hall areas if approved by the Director of Housing and Residence Life. Time for such events will be determined by the Director of Housing and Residence Life.

2.4. The "Court of North Carolina", "Yarborough Court", and "M. E. Gardner Arboretum" may be used for small gatherings and outdoor activities (i.e., for less than 50 people) if approved by the Coordinator of the Student Organization Resource Center, Director of Operations for Physical Plant and the University Landscape Architect in Campus Planning and Construction. No alcohol shall be distributed and amplified sound is not permitted for any event held in these three locations.

2.5. The University Plaza (the Brickyard) may be reserved for organized assemblies but amplified sound is not allowed. Rare exceptions to the ban of amplified sound will be made for events of community significance where communication to large group in a timely way makes amplification justified. In such instances, the sponsoring group is responsible for negotiating appropriate compliance with the Department of Campus Activities. The Department of Campus Activities will approve reservations for space at the Brickyard.

3. Days and Times

Outdoor events with amplified sound may be held on the days and times listed as follows if approved by the appropriate University official. Participants must strictly adhere to these times.

4. The Block at the Free Expression Tunnel

Reservations for the Block at the Free Expression Tunnel must be received by Monday prior to the event. In addition, amplified sound must not be directed down the tunnel towards Dabney and Cox halls.

    Fridays* 4:00 p.m. - 7:00 p.m.
    Saturdays 12 noon - 7:00 p.m.
    Sundays 1:00 p.m. - 7:00 p.m.

*Fridays are not available when they fall before major common exams held on Saturday

5. Harris Field

    Thursdays 4:00 p.m. - 7:00 p.m.
    Fridays 4:00 p.m. - 7:00 p.m.
    Saturdays 12 noon - 7:00 p.m.
    Sundays 1:00 p.m. - 7:00 p.m.

6. Termination of Event

6.1. The University reserves the right to terminate any event at such a time as the terms of approval are not met or noise or other problems "create a continuing nuisance."

6.2. If a decision is made to terminate the event, the student liaison from the sponsoring organization is responsible for making sure that the music stops, an announcement is made asking the crowd to disperse, or other action is taken to resolve the problem.
