1. Posters may be attached and displayed only on surfaces designed and designated for such purposes, for example, kiosks, display panels, and bulletin boards.

2. Display of any poster or other material on the exterior of any buildings, landscape features (including trees and light posts) or other surfaces not specifically designated and designed as a poster display area is strictly prohibited.

3. Materials must be mounted with tape, pushpins, paper staples, or other means to allow removal without surface defacement. Stickers shall be affixed in the aforementioned manner - not with their adhesive backings. Unattached materials, handouts, and handbills are strictly prohibited except those materials distributed in Student Government Elections and by individuals/organizations who have secured the necessary solicitation permit from the Department of Campus Activities – Student Organization Resource Center in accordance with the Official University Solicitation Regulation. All material not conforming to the above guidelines shall be removed.

4. All out-dated material shall be removed upon its outdating. Each exterior (out-of-doors) display area shall be cleared the week following exams of both regular semesters and of second summer session.

5. The surface of the "Free Expression" tunnel (located south of Dabney Hall) may be painted within the confines of the ceiling of the tunnel. The Statement, "No painting beyond this point" shall be placed at the Northern and Southern extremes of the tunnel. No painting will be allowed at any other tunnels or locations on the campus of NC State.

6. The Department of Public Safety shall enforce this regulation. Persons or parties established as being in violation of this regulation where defacement of public property results, will be found in violation of laws of the State of North Carolina (General Statute 14-132a2) and of University Policy. Reimbursement for any restoration costs (i.e., paint removal, cleaning, removal of residual substances, and so on) will be responsibility of the violating party.

7. Any person may remove non-conforming material. Violations resulting in need for restoration should be reported to the Department of Public Safety. Facilities Operations shall clear the Exterior Poster display areas three times annually and, as described above, all 'non-conforming' materials on a periodic basis. No provisions of this regulation are to be interpreted as conflicting with the University Solicitation Regulation.

8. There is no restriction regarding painting over the sections of the tunnel that other people or organizations have painted - no matter how recently they have been painted. However, in the past a lot of animosity has been generated toward groups who paint over sections that are advertising events not yet held or sections painted very recently. Please use some courtesy and common sense when selecting an area of the tunnel to paint.

9. Sidewalk Chalking

9.1 Sidewalk chalking for the purpose of advertising:

9.1.1 Is permitted on horizontal surfaces that are exposed to rain where it will naturally be washed away. These surfaces cannot be under overhangs or other areas that would block the surface from being exposed to rain.

9.1.2 Only water-soluble chalk may be used for sidewalk chalking.

9.2 Chalking is strictly prohibited on vertical surfaces such as buildings walls, vertical steps, columns; etc.

9.3 Any individual or student organization utilizing sidewalk chalking for advertising is responsible for removing any chalking of outdated materials that has not naturally washed away within 3 days after the event is over.

9.4 Persons or parties established as being in violation of this regulation where defacement of public property results, will be found in violation of laws of the State of North Carolina (General Statute 14-132a2) and this regulation. Removal of substance shall be the responsibility of the persons or parties established as the violators and reimbursement for any restoration costs (i.e., paint removal, cleaning, removal of residual substances, and so on) will be responsibility of the violating party.
