May 18, 2004 Archived Version (Effective May 18, 2004 through September 18, 2006) - As a result of BOG Code and policy revisions,
student grievance procedure was revised to remove the language permitting
appeals to the President and the Board of Governors. Further, our grievance
procedure provides that graduate students may have three appeals (to the
dean, Provost and then BOT) and undergraduate students may have two appeals
(to the Provost and BOT). Since there is no requirement to have multilevel
appeals, grievance decisions may be expedited by providing for one appeal
at the administrative level by the appropriate administrative officer. Appeals
involving student activities and government should be to the Vice Chancellor
for Student Affairs. (Our current regulation provides for such an appeal
to the Provost). Appeals involving admissions and academic degrees, grades
and admission should be to the Provost. All other appeals that do not fall
within these specific categories would go to the Provost. In order to retain
direct authority of the Dean of the Graduate School, initial grievances by
graduate students that relate to the graduate student’s program or status
as a graduate student will go directly to the Dean of the Graduate School
rather than to the Dean of the College in which the student is enrolled.
Appeals involving graduate school grievances of this nature will be decided
by the Provost after consultation with the Vice Chancellor for Research and
Graduate Studies. Revised Sections: VIII.A.1 and XI A thru E.
September 19, 2006 Archived Version (Effective September 19, 2006 through January 7, 2008) These revisions were to address graduate school concerns about the current procedure as it applied to grievances pertaining to dismissal from the graduate school program for academic reasons. There is a separate grade grievance procedure and this would provide a separate grievance procedure for academic terminations from the graduate program. The revision transfers to the applicable college (in which the student is enrolled pursuing the graduate degree) the preliminary responsibility for conducting the hearing and rendering a decision subject to an appeal to the Dean of the Graduate School. It also clarifies the procedure as it applies to the grievance process including the establishment of an informal resolution step with the student’s graduate advisory committee and department head.
January 8, 2008 Current Version -
Revised to reflect that complaints about FERPA violations have their own grievance procedure at NC State, separate from the Grievance Procedures for Students.
