1  Regulation

Currently enrolled NCSU students, who have paid the University health fee, are eligible to use Student Health Services (SHS).  SHS will also see certain other people such as visitors, staff for occupational medicine, and "continuing students."  Procedures clarify who is eligible, dates of eligibility, and exceptions.

1.1  Fall and Spring Semesters

Fall Semester students are eligible from check-in day until first day of Spring Semester classes.

*Exception:  Newly enrolling students who come to SHS for immunizations should be told we prefer they receive immunizations from their personal physician, a public health department or an urgent care center; if it would be a hardship to obtain them elsewhere, the student may receive immunizations here.  There will be no summer session fee required but the student will pay for the immunizations.

Spring Semester students are eligible from check-in day until first day of summer school.

1.2  Summer Sessions - Registered Students

Students registered for Summer School are entitled to all University services, including the use of the Student Health Services during the session(s) they are registered.  Eligibility dates are from the first day of summer session classes to last day of exams.

1.3  Summer Sessions - Non-Registered Continuing Students

Students not enrolled in Summer School but enrolled in the previous Spring Semester or are pre-registered or intend to register for the upcoming Fall Semester may pay a Summer Session health fee to be seen at SHS.  This fee is non-refundable.

1.4  The following patients are eligible for services:

1.4.1  All registered, degree seeking, fee paying undergrads and graduate students

1.4.2  Non-degree studies and Co-op students

1.4.3  Summer orientation student counselors during orientation training and sessions

1.4.4  National Student Exchange (NSE) students are eligible without paying NCSU health fees

1.4.5  Post-docs listed on the official eligibility list are eligible

1.4.6  Vet School students are eligible year-round (do not need to pay summer health fee)

1.4.7  MGE Summer research program participants

1.4.8  UNC-CH Biomedical Engineering students and SEED Program for High School students

1.5  The following patients are not eligible for services (they have not paid fees)

1.5.1  Distance Education students

1.5.2  NC State employees & faculty worker comp patients (should be referred to Blue Ridge Urgent Care Center)

1.5.3  NC State employees taking a "tuition" free course

1.5.4  Visiting faculty, visiting research staff, visiting scholars

1.5.5  Encore lifelong enrichment students

1.5.6  International student exchange students (they may pay health fee or fee for service and be treated upon presenting evidence of their status)

1.5.7  Students who graduate in December or end of summer

1.6  Exceptions

1.6.1  For students who were enrolled during spring semester, not in summer, and plan to enroll in fall semester, they may continue to use SHS pharmacy for refills of SHS-written prescriptions without paying a summer session fee.  Patients seen late in spring semester but not enrolled summer or fall may be allowed one courtesy follow-up visit and/or refill upon provider approval/request.  Refills for these students must be paid at time of service.  ADD patients pay $20 ADD visit fee but not the summer fee unless seeking care for non-ADD problem.  To be seen for any other reason(s) would require payment of $46 fee per summer session.

1.6.2  Graduate students, who were enrolled in Spring Semester but not summer, and are engaged on campus doing research, etc., may pay a session health fee to be seen at SHS during the summer.  Many TA/RA's on BCBS student insurance will be enrolled in the summer and be eligible for services after paying the fee.

1.6.3  Graduated students in May may pay the summer session fee to be eligible after graduation.

1.6.4  New fall graduate students who are academically working on campus in the summer may pay a Summer Session health fee, plus any ancillary charges incurred.

1.6.5  International students: GTI (Global Training Initiative) will host or sponsor visiting internationals for short-term programs, most in the system as “students” (less than 6 months) and some may be listed as interns or trainees (4 or 5 different program “names”/codes depending on different factors, but generally “GTI Student (International visitors on short-term academic and research programs)”.  Those sponsored by OIS (and who are not on our roster as fee paying and eligible) would be on a spreadsheet (names, program name, DOB, CampusID, program dates, etc).  Other international exchange students (they may pay health fee or fee for service by presenting proper NCSU ID; payment must be received on day of service.)

1.7  Procedures

1.7.1  Individuals attending University-sponsored short courses, camps, institutes, Upward Bound, Transitions, and USDA Challenge Grant may pay a Summer health fee to be eligible for basic treatment and services for duration of the scheduled course/institute/camp, or pay per visit, and pay ancillary charges.  The sponsoring organization will be billed for the fee.

1.7.2  Having BCBS student insurance does not give eligibility to SHS.  The insurance is in effect outside SHS even when student is no longer eligible to use SHS due to graduation, withdrawal or taking a semester off.

1.7.3  All non-registered student exceptions that pay special fees and charges are to pay by cash, check or charge card.  Their charges are not to be transferred to the University Cashier's Office.

1.7.4  Questions should be referred to the Director or Assistant Director or to provider for continuity of care questions.

1.8  Visitors injured on campus may receive emergency medical care at SHS. Students attending University-sponsored activities, such as orientation, WolfCamp and open house, are treated and charged the usual user charges but no summer session's fee.

1.9  Students returning to campus early for Fall semester for athletics, band, housing RA/RD jobs, etc., are eligible to be treated and not charged a summer fee.  Athletes remaining on campus following spring exams will also be served and not charged a summer fee.
