Rochester Heights was the first housing development in Raleigh in which African American citizens could purchase property. Some of the homes lie in the flood plain. This has always caused damage, but the problems were accentuated by the elevation of I-440 and Hammond Road. Residents have worked with the City of Raleigh to improve the situation. Even with these efforts several residents lost their homes as a result of flooding during hurricane Fran. |
