As you address the many issues associated with the area of copyright ownership, please incorporate in your goals the expectation that you will  recommend appropriate charges and additions to our policies and procedures to enhance the creative works of members of our academic community and to ensure that these works will be managed in a manner that will benefit the authors, the university, and the citizens of North Carolina. 

In the course of your work, it is expected, among other contributions as you see fit that you will: 

  1. review proposed changes in copyright law for digital works to understand  and communicate any impact on the university's interests; 
  2. investigate similar efforts in the UNC system and other institutions nationwide, and identify national trends; 
  3. determine specific areas in which copyright ownership policies at our university should be reviewed or developed, and recommend the substance of appropriate policies that will foster scholarly creativity and reflect the needs of the university and its members as creators of copyrighted materials. 
 It is essential that the task force conduct its business in a broadly consultative mode that recognizes the different perspectives of various sectors within the university and promotes the development of consensus about the basic philosophy upon which policies and procedures are to be based. Members are asked to serve as active liaisons to their campus and university constituencies to ensure that a broad range of views is incorporated into policy review and development.  In particular, you are encouraged to keep the Faculty Senate and the University Council apprised of your deliberations as you proceed.
