The Extension Instruction Funding Response Team (EIFRT) is appointed and asked to provide leadership in addressing the many short and long term issues related to the proposed new funding model for the delivery of degree-creditable extension instruction. 

It is evident that the current way in which degree-credit extension instruction is funded will change, at least by 1999-2000 and possibly in the coming year.  When that happens, degree-credit extension instruction will be funded at the same level as regular term instruction, and students enrolled in such courses will pay the same tuition as that paid for regular term instruction.  At that time, the allocation of resources and management practices for extension instruction will also have to change. 

The team is asked to: 

  • immediately identify the issues pertinent to those changes, assess the potential impact on current practices and procedures, and propose institutional working principles for implementing the new model
  • recommend any needed plan to address the potential impact on faculty composition, semester credit hour production and delivery, academic policy, and administrative processes
  • identify and enumerate the broader and long term policy and procedural issues that need to be addressed.  For example, what are the issues of sustaining program development, faculty development and providing the required infrastructure and support services?
This assignment is very important to the University because it touches every academic and support unit on campus.  For this reason, it is vital that the team conduct its work in a collaborative manner, identifying, seeking out and including representatives of the various stakeholders in its deliberations.  It is also important that the team keep the university community appropriately informed of its work as it proceeds.  Chair of the Faculty Wahl has indicated the Faculty Senate Executive Committee will be active this summer, and the team is urged to keep them informed and seek guidance from them. 

The recommendations of the team should be provided  in a report by September 1, 1998 in case the new funding model takes effect in the coming fiscal year. The long term issues may have to be debated and resolved this fall.
