History
of Policies and Procedures Related to the Issues of Harassment
and Discrimination
The University has a number of policies relating specifically
to harassment. Most of our attention has focused on sexual
harassment and racial harassment for the last two decades.
This mirrors the activity in the courts, the private sector,
and other institutions of higher education. While these behaviors
have impacted NC State for many years, the concept of sexual
harassment as a legal and sociological issue is relatively
new. Two policies have been in existence for a number of years
(Racial
Harassment and Sexual
Harassment); both were amended
and issued by the Board of Trustees in 1998.
In the last several years, a number of cases revolving around
other issues, such as religious harassment and discrimination
based on disability have been litigated in the state and federal
courts. Likewise, policies and guidance issued by federal and
state agencies have broadened to extend the scope beyond sexual
harassment. The University has also seen an increase in the
number of complaints stemming from harassment based on characteristics
such as religion, national origin, and sexual orientation.
Thus, the University has issued a number of Administrative
Regulations under the authority of the Chancellor that better
reflect the University's commitment to addressing these forms
of harassment and discrimination. The original policies approved
by the Board of Trustees regarding Racial Harassment and Sexual
Harassment have been left intact to acknowledge the continuing
importance of these two problems.

efforts to implement these policies and procedures, which are
essential to fulfilling the mission of our office. They are listed
