Department of Education (ED) 

8.20.09 Investing in Innovation Fund or i3:  Secretary Duncan discusses ED's focus on funding outcome-driven, scaleable innovations.  There will be $650 million of funding available this round.  They hope to continue this initiative, but that will depend upon future legislation and funding since this is now ARRA funding.  Draft RFP to be released for public comments in Sept, then a 30 day comment period, then time for Dept of Ed to finalize the RFP, then proposals cannot be due less than 60 days after the RFP is released.  13 grants will be awarded to districts and non-profits, including colleges and universities, turnaround specialists, charter schools, companies, and other stakeholders.  Partnerships with districts will be essential.  http://www.ed.gov/news/speeches/2009/08/08202009.html

04.23.2009:  Draft Guidelines for Human Stem Cell Research in the April 23, 2009 Federal Register (74FR18578)
The draft Guidelines permit the use of NIH funds for research that uses human embryonic stems cells if the cells are derived from embryos created for reproductive purposes, are no longer needed for this purpose, and are donated for research purposes under a set of documented conditions including written informed consent.  Comments may be submitted until May 26, 2009.  Comments may be sent via http://nihoerextra.nih.gov/stem_cells/add.htm, or via COGR: cblum@cogr.edu

04.13.2009:  NIH Recovery Act Opportunity Seeks to Fund High Impact, Large-Scale, Accelerated Research
This funding opportunity will support approximately $200 million in large-scale research projects that have a high likelihood of enabling growth and investment in biomedical research and development, public health and health care delivery. The purpose of this new program, the Research and Research Infrastructure "Grand Opportunities" (GO), is to support high impact ideas that lend themselves to short-term funding and may lay the foundation for new fields of scientific inquiry.

National Science Foundation (NSF)

03.31.09:  NSF Announces Partnership with Bill & Melinda Gates Foundation to Foster Sustainable Agricultural Solutions around the World  Each organization will provide $24 million over five years to support a competitive awards program for science research projects that address drought, pests, disease and other serious problems facing small farmers and their families who rely on their crops for their food and income. The award program will be called BREAD--Basic Research to Enable Agricultural Development--and will support a competitive award program for science research projects that develop innovative approaches and technologies to boost agricultural productivity in developing countries.

06.22.09  OMB Releases Implementing Guidance for the Reports on Use of Funds Pursuant to the ARRA  Updated and additional government-wide guidance for carrying out the reporting requirements included in Section 1512 of the American Recovery and Reinvestment Act of 2009 (Recovery Act).

04.23.09:  Government-wide Guidance and Standard Award Terms and Conditions for Financial Assistance Agreements Funded by the American Recovery and Reinvestment Act:  Before finalizing the guidance, OMB is accepting comments until June 22, 2009.
