Recovery Act Overview & Updates
The $789 billion economic stimulus package put in place by the American Recovery and Reinvestment Act of 2009 (ARRA) passed by Congress on Feb. 13, 2009 and signed into law by President Obama on Feb. 17, will have a direct impact on the North Carolina University system and the State of North Carolina. The bill includes new federal funding for higher education, training, research, and infrastructure.
Under the federal package, North Carolina is receiving direct allocations to be distributed within the state. In addition, funds will be distributed via federal agencies, national labs, and local municipalities among others. Since the purpose of the ARRA is to rapidly stimulate the economy, all funding entities are revising procedures and programs in order to facilitate the distribution of resources.
NC State has formed the Stimulus Rapid Response Team (SRRT) to:
- Establish open and effective lines of communication with federal and state agencies, state and local governments, and North Carolina’s Congressional delegation to assist in efforts to effectively and rapidly use the federal stimulus funds.
- Track the flow of federal dollars to federal agencies and laboratories, state agencies, and local governments, as well as to private businesses and non-profit organizations with whom NC State might partner.
- Develop a communications network to keep the appropriate NC State community members informed about potential funding opportunities, as well as gather information from faculty and others.
- Coordinate efforts and develop teams to maximize NC State’s use of available federal stimulus funds.

Grants.gov Plans for Sharp Traffic Increase
Since the ARRA passed, Grants.gov has supported up to 200,000 daily users and experienced a sharp increase in number of grant applications submitted from an average of 3,000 per week in December 2008 to 11,000 in one week in March, 2009. HHS is acting quickly to accommodate the unprecedented demand by strengthening and improving Grants.gov.
