NIH Progress Reporting Rules

NIH requires that NC State University process progress reports in such a manner that we "secure and retain at the organization a written assurance from the Principal Investigator (PI) prior to submitting a progress report..." (see note /1/). NIH requires this because the NIH progress report requires a re-assurance of many representations and certifications such as that the program is being conducted free of unmanaged significant financial conflicts of interest, free of research misconduct, human and animal subjects are properly managed, select agents and environmental concerns are properly managed, etc. (see note /2/).

The way ALL university's obtain and retain these assurances is through an internal approval process. At NC State our internal approval process is PINS - the Project Information Navigation System. This system captures all of the requisite representations and certifications for both applications for funding and NIH progress reports (see note /3/ for PINS reps and certs).

All R- series NIH grants and many other types of NIH grants require that the annual progress report be filed using eCommons (see note /4/).

 

Instructions:

  1. For information on completing the report refer to SNAP instructions.
  2. Complete the SNAP report on-line using the eSNAP function. Here are instructions on completing an eSNAP. For assistance completing the eSNAP contact your College Research Office or Sponsored Programs.
  3. When completing the Organizational Information in the Edit Business section, select the following administrative officials:
    • Administrative Official:  Matthew Ronning
    • Signing Official:  (select appropriate individual for your College)
    • Once you have completed the report, electronically route it using the eRA Commons routing system to the person you selected as the Signing Official for approval and submission to NIH.
  4. If you are required to complete the report using the paper format (see note /7/) you may download the NIH 2590 forms and instructions from the NIH web site.
  5. Prepare a PINS record, upload your eCommons or 2590 progress report into PINS and route it as described in PINS (see note /6/ for some help on progress reporting in PINS).
