The purpose of this presentation is to acquaint departmental leadership of the institution to the intricacies of managing a diverse portfolio of externally sponsored projects. The Department Head is indeed the primary source of leadership, motivation and oversight in the endeavor to expand the sponsored research, service and instructional enterprise and manage its continued viability. To this end, understanding the various resources at the discretion of the department head is paramount.
Although the primary source of discretionary funding associated with involvement in externally sponsored projects often comes from release time of faculty and qualifying staff involved in such pursuit, Facilities and Administrative cost receipts presents another and often more flexible source of funding. Throughout this presentation, we will discuss what Facilities and Administrative costs comprise, how recovery of these costs should be used and why under-recovery without sufficient justification (e.g. the sponsor prohibits full recovery) should be avoided at all cost.
Briefly, I will describe the effects of cost sharing on a units resources and on the Facilities and Administrative Cost rate negotiation itself.
Finally, the much awaited GAMS digital proposal and awards management system will be introduced. The proposal processing and management system will be deployed and Department Heads along with all administrator’s involved in the proposal approval process will soon enter the digital age in the preparation, routing, review and approval of at least the internal form sets associated with submitting a proposal at NCState.
