In reality, the distribution of recovered F&A at NCState is indeed 50/50. This is because NCState’s leadership believes that fostering research activities is paramount to our success and funneling resources back into the programs illustrates this commitment. Below is a comparison of NCState’s distribution process to selected other institutions.
Although at first glance it appears that generating units only receive 35%, all units share in the remaining 15% of the receipts that is managed by the office of Research and Graduate Studies. This 15% is distributed in response to cost sharing requests, requests for new NCState faculty start-up packages, equipment matching and purchasing programs, and facility upfit costs among other requests.
This redistribution scheme recognizes two very important aspects of F&A recovery. (1) there is a compelling need for most of our F&A receipts to be funneled back into the expansion of the infrastructure that supports the ability and wherewithal of the institution to conduct externally sponsored projects; and, (2) growth of the research and externally sponsored enterprise requires a source of funding for sharing in order to meet various program needs.
