- Pre-award managers often include proposal processing staff, negotiation staff and award initiation staff.
- Pressures exist to push proposals out the door and set up awards as soon as agreements hit our desktops.
- There are often legal and policy ramifications that affect issues such as scholarship, intellectual property, and agreement construction and interpretation (law/indemnity/warranties, etc.)
- The business aspects, however, are often more open for interpretation and varied decisions so we need to be concerned about these issues and aware of these decisions and their impact on the post award environment.
