National Science Foundation: Major Research Instrumentation

2010 program solicitation: Not yet announced. A notice regarding the 2010 MRI proposal deadline is available by scrolling down to the "Upcoming" heading on the NSF Major Research Instrumentation Program page.

Limit: Three proposals are allowed if at least one of them is for development. Up to two acquisition proposals are allowed. In the most recent competition, the MRI Recovery and Reinvestment Act program referred to as MRI-R2, an organization's subaward development proposal was not counted against the subaward organization's limit as long as the subaward budget was 20% or less of the proposal budget.

Notification of intent to apply: Due by 12 noon November 11 to the Research Resource Manager

Internal preproposals: Due by 5:00 p.m. December 1 to the Research Resource Manager

Internal review target completion date: December 7-9

NSF proposal deadline: January 28, 2010

Internal preproposal requirements

Title page (up to 2 pages): Provide a title page with the name of the sponsor, the name of the program, the program number, and a clear identification of whether the project is "Acquisition" or "Development." Provide the working title of the project, starting with the acronym "MRI." Include the "Partnership status: NCSU lead" or "Partnership status: NCSU non-lead." If NC State is the lead institution with one or more other institutions, identify the partner institution and provide the funding status of each one; i.e., "funded partner" or "unfunded partner." If another institution is the lead institution, identify the institution and the principal investigator and provide the institution's contact information for its sponsored programs office. If the proposal is from a consortium, list its members and provide the name of the state where the consortium was legally established and the year it was established, or other official evidence that the consortium was established prior to the issuance of the program solicitation, and that the consortium has accomplishments and results in its record. List all NC State principal and co-principal investigators, plus their contact information. Also list the directors for the proposed instrumentation and their affiliations if not already provided. List only those users who will be using the instrumentation for research and research training on a regular basis.

Budget page (1 page): Provide a three-line budget on one page. Include one line headed "All eligible project costs" and provide total estimated project costs according to instructions in the program solicitation budgetary information section. Under a separate heading, "cost-sharing," list ways in which the 30 percent cost-sharing requirement will be met for eligible instrumentation costs. Provide a third heading, "Total funding requested from NSF" and supply the total estimated dollar amount, including eligible indirect costs, that will result from adding the eligible project costs line and the cost-sharing line in the NSF Summary Proposal Budget form.

Project summary (up to 5 pages): Using the NSF program solicitation as a guide, describe why your proposal should be selected to represent NC State in the sponsor's review. The narrative should pay close attention to the NSF requirements and review criteria in the program solicitation, such as the need for a description of the research training activities that will be enabled by the instrumentation. If any of the investigators has received NSF support for shared instrumentation within the last five years, NSF also wants the proposal to provide that information, along with results from that support. NSF requires justification of the necessity and the adequacy of the new instrumentation for the proposed research projects, with reference to existing instruments at or near our institution. Attention to educational impact and broader societal impact is also required by the NSF program solicitation, as well as a capacity for attracting underrepresented groups and the inclusion of a management plan. However, investigators may provide any information they consider relevant for assisting the NC State panel members in their deliberations, or omit any information they consider less relevant, as long as the complete project summary is no more than five pages. Up to one or two Powerpoint slides or other commonly used visual formats may be provided in addition to the summary, but are not required.

Curriculum vitae: Provide an NSF Biosketch or equivalent curriculum vitae for the principal investigator. No additional biosketches are required. One or two additional curriculum vitae will be accepted if they are materially relevant to demonstrating that appropriate expertise is included on the team and to demonstrating that the project should represent NC State in the sponsor's review.

Submitting the internal preproposal for review: The internal preproposal does not have to be entered into PINS. Carefully proofread and correct errors before submitting the preproposal for review because no pre-review will be provided. Submit the internal preproposal to the Research Resource Manager, who will send it on to the review panel. Preproposals must be received before or by the internal preproposal deadline.

If the principal investigator has changed since the earlier proposal, also list the previous team members and the current team members. If the proposed project is not a resubmission, identify the NC State principal investigator and co-principal investigator, along with their departments, telephone numbers and email addresses; also identify the principal investigator(s) at each partnering organization.
