Resolution Regarding the Funding of NC State Transportation Department - 2005-2006

Whereas, the regulation of parking and the operation of a campus transit system is a necessary function of an urban campus environment,

Whereas, the NC State Transportation Department performs this function to a high degree of excellence,

Whereas, the University has expressed aspirations for a pedestrian friendly environment that encourages the use of transit systems and the decreased use of the single occupant vehicle in its Physical Master Plan and Sustainability goals .

Whereas, the current business model for the NC State Transportation Department as a self-liquidating auxiliary that is totally dependent on a fee based income stream from students, faculty, staff, and visitors has limited means to implement the aspirations expressed by the University,

Whereas, the increased parking fees that are necessitated to fund the obligations of the Transportation Department due to recent court rulings are a burden on the staff in a negative pay increase environment,

Therefore, be it resolved that the Staff Senate requests the University Administration to undertake the development of a different business model for the Transportation Department which by necessity, may not be totally self-liquidating, that provides additional funding for initiatives that improve the pedestrian environment, emphasize the decreased dependence on the single occupant vehicle, while mitigating the increases in parking and transit fees for staff, faculty, and students, thereby enhancing recruitment and retention efforts while continuing to advance the University goals towards sustainability and a pedestrian oriented campus environment.
