Purpose

The University Academic Operations Council (AOC), established by the provost, provides for a clear and inclusive process for university-level decision-making involving operational aspects of academic policy and procedure. The council assists the provost and other university-level administrators and offices in making decisions regarding the implementation and application of academic policy and procedure and provides a means of communication and collaboration among the various offices involved in carrying out academic policy and procedure in support of the faculty and students. While it will address issues that are primarily undergraduate in nature and will be the focus of university-level undergraduate operations advisory functions, it will have a joint coordination role with the continuing Graduate Operations Council for issues that are not uniquely undergraduate or graduate.

Relationship to University Goals and Strategic Plan

The AOC is supportive of University Goals 1, 2, 3, and 10, and it is consistent with long range goal C of the Strategic Plan of the Provost's Division. Satisfaction of faculty, staff, and students is supported by the presence of clear, inclusive, and understandable decision-making processes (University Goal 1). It promotes and supports collaboration among the various academic and support offices in the development of implementation approaches (University Goals 2, 3), and it promotes more organized and efficient planning and evaluation of policy and procedure implementations (University Goal 10, Provost's Division Goal C).
 
 

Charge, Composition, Meetings, and Structure 

Charge

The University Council on Academic Operations (AOC) shall advise the University Council on Academic Policy and Procedure (UC), the provost, and other university-level administrators who report to the provost on matters regarding the implementation and operation of academic policy and procedure. It will respond to specific requests from the UC or the provost for operational review and investigation regarding any pending academic policy or procedure issue before the UC or the provost. The AOC may of its own accord review and investigate those issues of operation of academic policy and procedure which arise among its membership or are called to its attention by other bodies or individuals in the university community. Recommendations of the AOC are subject to review by the UC.

Composition

    The associate dean with academic services/affairs/programs responsibilities from each of the degree-granting colleges

    Departmental Teaching/Advising Coordinator Representative
    Associate Dean for Undergraduate Affairs
    Director of the First Year College
    Director of Adult Credit Programs and Summer Sessions

The council will be chaired by the vice provost for undergraduate affairs.

Meetings

The AOC will meet on a monthly basis, normally on the Thursday immediately following each meeting of the UC. Meetings will be scheduled and held in compliance with UNC Administrative Memorandum 363 (Open Meetings Law). A member may send substitutes to meetings when occasional conflicts require it. Members may also invite members of their staffs to meetings as needed to support discussion and due consideration of issues. When the council elects to vote on a recommendation, the voting members are those listed in the composition section above or their substitutes in that meeting.

Structure

While the council is expected to make its recommendations as a body, it may choose to organize into various sub-groups to accomplish its functions. In forming such sub-groups, the council is free to enlist membership on the sub-groups from other that members of the council. Recommendations of all sub-groups are subject to approval by the full council.

Groups to be Replaced or Modified in Connection with AOC Establishment

Council of Associate Deans

The "council of associate deans" has not functioned as such for several years. It was originally configured to consist of all associate deans with academic services/affairs/programs responsibilities, undergraduate and graduate. This group was chaired by one of the associate deans, and it was assigned, by Provost Franklin Hart, the responsibility for reviewing and recommending action on all new degree program requests. The members included the associate dean of the Graduate School and both associate deans with academic affairs responsibilities from those two colleges (now CHASS and CVM) in which graduate academic affairs are the responsibility of a separate associate dean. In 1994, the group elected to discontinue selecting its chair, and asked the associate provost to be the convener of the associate deans with undergraduate academic affairs responsibilities. It also expressed the desire to not be in a position of voting on new program requests. The official functions of this group are to be assumed by the AOC and the "council of associate deans" will not exist as a formal group.

Coordinating Committee for Undergraduate Advising

The Coordinating Committee for Undergraduate Advising will cease to exist as now configured, the AOC assuming the policy implementation overview functions of this group. The Vice Provost, Undergraduate Affairs will establish a new group which will focus on the activities, methods, and philosophy of undergraduate academic advising.
