DWQ Stormwater Programs: Overview of the different programs and recent changes

An overview of the various stormwater programs will be given along with changes to these programs. These programs include Phase I and Phase II of the Federal NPDES program, Water Supply Watershed, Nutrient Sensitive Waters, Coastal Stormwater Rules, High Quality Waters/Outstanding Resource Waters Rules, Session Law 2006-246, Universal Stormwater Program, Low Impact Development (LID), and 401 Water Quality Certifications Stormwater Requirements.

Wetlands 101

The speaker will give a brief introduction into the different types of wetlands that may be present on a project site, how these may impact design of the project, and how they relate to stormwater requirements.

Coastal Stormwater Rules
Robert Patterson , PE, Stormwater Engineer, Stormwater Permitting Unit

On Aug. 9, 2008, Governor Mike Easley signed into law Session Law 2008-211, which made several permanent changes to the state's Coastal Stormwater Rule. The speaker will discuss in detail what those changes were for projects within ½ Mile of & draining to SA waters, projects in non-SA and non-ORW waters, and residential projects less than one acre.

Phase 2 Stormwater Rules: How does it relate to the Coastal Stormwater Rules?
Mike Randall, Stormwater Engineer, Stormwater Permitting Unit

The speaker will discuss how the revised Coastal Stormwater rules (Session Law 2008-211) relate to the Phase 2 stormwater rules (Session Law 2006-246). Brunswick, Onslow and New Hanover Counties as well as many municipalities within the 20 coastal counties are affected by both rules.

DWQ BMP Manual and Navigating the DWQ Website

The speaker will discuss the history of the DWQ Stormwater Best Management Practices Manual, the components of the manual, and frequently asked questions regarding the manual. The speaker will also offer guidance on how to find information on the Division of Water Quality website.

Troubleshooting: What is a complete application?

The speaker will cover what is included in a complete stormwater application. This will include going through available forms and checklists, legal requirements, DWQ policies, and the most common problems with applications.

Operation and Maintenance of BMPs: Lessons Learned
Amy Adams, Environmental Senior Specialist, Washington Regional Office

To ensure stormwater BMPs are functioning as designed, signed operation and maintenance agreements are required as part of the stormwater management plan approval. The speaker will discuss DWQ inspections of installed stormwater BMPs and discuss the importance of maintenance, as well as give examples of successes and failures.
