International Employment (IE) assists campus departments in sponsoring international employees for temporary nonimmigrant visa classifications (Bs, E-3s, H-1Bs, Os, TNs) and also for permanent residence. IE stays current with relevant U.S. Citizenship and Immigrant Service (USCIS, formerly INS), Department of Homeland Security, Department of State, and Department of Labor regulations and policies, and provides education to the university community to facilitate understanding and compliance. IE is also responsible for monitoring and auditing the I-9 and E-Verify processes and ensuring compliance with federal employment eligibility regulations.

For a quick reference guide on the immigration rules and potential tax liability related to travel reimbursement payments for foreign national students and employees, please see the travel reimbursement chart. These charts are provided as general reference guides only. Please contact the International Employment Manager, the International Taxation Manager, or the OIS office as necessary for additional information and guidance regarding the payment of foreign nationals at NC State. The Office of International Services (OIS) handles all F and J status issues and questions.

*NEW* STEM OPT Training Plan: The Department of Homeland Security (DHS) has published new rules (March 2016) regarding the STEM (science, technology, engineering and math) Optional Practical Training (OPT) extension benefit for F-1 students. This new rule is effective on May 10, 2016 for all applications submitted to USCIS on or after that date. Under the new rule, employers are required to complete a Training Plan (Form I-983) at the start of the employment card application process to establish expected outcomes and learning objectives during the training program. Click here to access the training plan (Form I-983) with certain NC State (as the employer) information pre-filled in Section 3. Every STEM OPT training plan at NC State MUST be signed by the student, the supervisor and International Employment! Please note that it could take International Employment up to five (5) business days to review and sign Form I-983. All sponsoring supervisors and departments/units should review our new employer obligations at, and should contact IE immediately if there are ANY changes to the training plan or employment opportunity. Please note that unpaid internships and/or volunteer work are NOT permitted under the new STEM OPT regulations. General instructions for completion of the entire training plan can be found at
